Sufficient funding is available for the following <br />recommendations: <br /> <br />Division 1 – Kaley St, I recommend rejection of the lowest bid from HRP Construction, Inc. <br />based on the conclusions of Legal and the Office of Diversity and Inclusion that HRP failed to <br />meet the MBE participation goal of 3.2% and did not meet the good faith efforts standards to <br />obtain MBE participation. <br /> <br />On Form MBE – 1.0 MBE Utilization Plan, HRP listed an MBE participation percentage of 0.9%. <br />which does not meet the 3.2% MBE goal. In light of HRP’s inability to meet the MBE goal on <br />
