nn i, < <br /> eommi cR ort: <br /> The November 8, 2004 meeting of the Community and Economic Development <br /> Committee was called to order by its Chairperson,Council Member Roland Kelly at 5:00 p.m. in <br /> the Council Informal Meeting Room. <br /> Persons in attendance included Council Members Dieter, Pfeifer, Kelly, Coleman, <br /> Puzzello, Varner, Kuspa, Kirsits and White; Director of the Division of Community <br /> Development Pam Meyer, Executive Director of the Department of Community & Economic <br /> Development Sharon Kendall,Rita Kopola,Director of Economic Development Don Inks, Judy <br /> Rosheck, John Sellers, Ann Kolata, Rita Kopala, a member of the news media and Kathy <br /> Cekanski-Farrand,Council Attorney. <br /> Council Member Kelly called for a presentation on Bill No. 71-04 which would <br /> appropriate $ 21 million, plus interest earned, within Fund # 212 for the purpose of <br /> redevelopment of the Studebaker-Oliver Project Area. <br /> Judy Rosheck of the Division of Financial & Program Management made the <br /> presentation. She noted that this Bill was discussed with the Council in a prior Committee <br /> meeting. It was part of the 30-day comment period, and no comments were received. She <br /> indicated that waivers are still needed from the federal government. <br /> Dr. Varner voiced concern about appropriating monies before the loan is even approved. <br /> Ms. Rosheck stated that the city has done this before and that there is an annual action <br /> plan. <br /> Ann Kolata stated that this same procedure has been done when CDBG funds were <br /> involved. <br /> Dr. Varner asked the Council Attorney to look into this procedure further. He also <br /> inquired whether Congressman Chocola's office was asked to assist in procuring the waivers. <br /> Ms. Kolata stated that Congressman Chocola's office, Senator Lugar's office and Senator <br /> Bayh's office have all been involved for over a year. <br /> Council Member Kuspa made a motion, seconded by Council Member Coleman that Bill <br /> No. 71-04 be recommended favorably to Council. The motion passed. <br /> Council Member Kelly then called for a presentation on Bill No. 72-04 which would <br /> appropropriate $3,468,840 from Community Development Fund # 212 for the purpose of <br /> defraying expenses of the department and designating various subgrantee agencies for the 2005 <br /> program year which would be administered through the Department of Community and <br /> Economic Development. <br /> November 8,2004 Community and Economic Development Committee Page 1 <br />
