Auten Connector Annexation Area 9 <br />SECTION IV. LAND USE ANALYSIS & DEVELOPMENT CRITERIA <br />As with any new development, the proposed use and development of this site <br />becomes important relative to its relationship with the existing, surrounding, and <br />planned uses. City P/an's Future Land Use Map calls for the creation of the proposed <br />roadway that this annexation will help make possible. In addition, City Plan calls for <br />the land on the north and south sides of the proposed roadway -between Mayflower <br />and Portage - to be developed for medium density residential in the future. As such, <br />this annexation is consistent with City Plan, South Bend's comprehensive plan. <br />Furthermore, the roadway will aid in the implementation of the traffic circulation plan <br />for Portage Prairie, a private 300 Million Dollar mixed-use development. For a <br />preliminary and conceptual map of the proposed roadway please see Map 2 on page <br />18. <br />The Annexation Area is an approximately 1.59 acres in size. Adjacent land in <br />unincorporated St. Joseph County to the north and south has low density residential <br />units on long narrow lots with the homesteads facings Mayflower and Adams Road. <br />Directly west of the Annexation Area is the site of Portage Prairie. <br />This annexation only concerns the proposed transportation enhancement to support <br />future development. As such, development criterion for land adjacent to the <br />proposed roadway will be established as landowners seek annexation into the City of <br />South Bend in the future. <br />
