ttommttt ort <br /> (COmmuntty aul k tottOmtU atiationtitut QtOmmttt* <br /> The September 8, 2003 meeting of the Community and Economic Committee was called to order <br /> by its Vice-Chairperson, Council Member Roland Kelly at 4:20 p.m. in the Council Informal <br /> Meeting Room. <br /> Persons in attendance included Council Members Varner, Coleman, Pfeifer, Kelly, Aranowski, <br /> Kuspa, Joseph Panzica, Terry O'Brien, Mike Danch, Joyce Boyler. Andy Place and Kathleen <br /> Cekanski-Farrand, Council Attorney. <br /> Council Member Kelly noted that in the absence of Council Member King, that he would conduct <br /> the meeting since he is the Vice-Chairperson of the Committee. Council Member Kelly noted that <br /> the Council has received a letter dated September 8, 2003 (copy attached) form Donald E. Inks, <br /> Director of Economic Development, requesting that Bill No. 62-03 be continued until the <br /> September 22,2003 Council meeting. <br /> Council Member Kuspa made a motion, seconded by Dr. Varner,that Bill No. 62-03 be continued <br /> until September 22,2003,at the request of the petitioner. The motion passed. <br /> Council Member Kelly then called for a presentation on Bill No. 03-101 which is a five (5) year <br /> residential real property tax abatement request for Joseph Panzica for the properties located at <br /> 1915, 1919, 1923,2001, 2005, and 2023 South Philippa Street. <br /> Terry O'Brien of Community & Economic Development reviewed Michael Beitzinger's report <br /> dated August 29, 2003 (copy attached). He noted that the petitioner plans to build six (6) single <br /> family homes. He has contracted with Classic Builders to build the homes which will range from <br /> 800 square feet to 1,000 square feet, each with an estimated value of $75,000, for a total project <br /> cost of$450,000. The report concluded that the petitioner meets the qualifications for a five-year <br /> residential tax abatement under § 2-77.1 of the South Bend Municipal Code addressing "Single <br /> Family Real Property Abatement". <br /> Mr. Joseph Panzica was available for questions. <br /> No one from the public spoke in favor or in opposition of the proposed resolution. <br /> Following discussion, Dr. Varner made a motion, seconded by Council Member Kuspa, that Bill <br /> No. 03-101 be recommended favorable to Council. The motion passed. <br /> Council Member Kelly then called for a presentation on Bill No. 03-102 which is a five (5) year <br /> residential real property tax abatement request for David Petty and David Diroll for the property <br /> located at 2215 Topsfield Land in the Topsfield Subdivision. <br /> Terry O'Brien of Community & Economic Development reviewed Michael Beitzinger's report <br /> dated September 2,2003 (copy attached). He noted that the petitioner plans to build one (1) home <br /> of approximately 2,300 square feet with an estimated cost of$250,000. The report concluded that <br /> the petitioner meets the qualifications for a five-year residential tax abatement under§ 2-77.1 of the <br /> South Bend Municipal Code addressing"Single Family Real Property Abatement". <br /> Andy Place of Place Builders noted that the house will fit in well into the neighborhood. <br /> No one from the public spoke in favor of the proposed resolution. <br />
