Russell Stapp (Architect) <br />Property Owner: Lucas Stavole and Kathleen Kelley <br />Landmark or District Designation: East Wayne Street Local Historic <br />District, #7796-87 <br />Rating: Contributing <br /> <br /> <br />DESCRIPTION OF STRUCTURE/ SITE : Irregular plan two-story with hipped roof, cornice trim and asphalt <br />shingles. Windows are 6/6 double-hung with wood storms and paneled wooden shutters with a tree cutout. <br />Brick soldier course lintels, and a brick header belt course at 2nd floor sill line. Front entrance is centrally <br />located with pilasters and flat architrave detailing. A one-story wing is to the east with a flat roof, cornice <br />trim, railings and casement windows and quoins at the corners. A 2-story hipped roof rear addition with <br />clapboard, as well as a one-story frame addition. The chimney on the mains structure is side mounted and has <br />concrete caps. A 3-car detached garage is to the rear in brick with a hipped roof. A swimming pool was <br />added in 1983. <br /> <br />ALTERATIONS: COA 2002-0806-3 allowed for the removal and replacement of the asphalt shingle roof. COA <br />1997-1104 allowed for the removal and replacement of a chain link fence with a wooden privacy fence. <br /> <br />APPLICATION ITEMS: “The proposed alteration affects the Mudroom Entry, Mudroom closet, Kitchen, Serving <br />Pantry, Dry Goods Pantry, and Powder Room, all within the existing footprint of the house. The alterations that <br />will affect the exterior include: 2 new kitchen windows, shifting the Mud Room Entry door and replacing the trim <br />with new, and minor work associated with retrofitting existing screen openings/siding to allow for the new <br />Mudroom Closet. New screens and siding to match existing material and color. Please refer to the attached <br />drawings for drawings, information, and specifications.” <br /> <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br /> <br />Build Modify the existing rear 2nd and 1st story additions of the house by reconfiguring existing doors and <br />windows: <br />• The west elevation will have: <br />o one 8/8 window removed on the first floor of the 2nd story addition, to be replaced with two <br />new smaller 6/6 Pella Architecture series windows. <br />o Two openings on the screened-in porch removed, and a third reduced in size. <br />• The east elevation will have: <br />o the existing rear/side entry door shifted in location, the pilasters reconfigured.. <br /> <br />The house had two rear additions executed in the 1980s. The proposed modifications are to these later additions. <br /> <br />STANDARDS AND GUIDELINES: EAST WAYNE STREET <br />II. EXISTING STRUCTURES <br />A. BUILDING MATERIALS <br />Original exterior wall materials in the District include limestone, flagstone, stucco, clapboard, wood shingles, sandstone and masonry block. <br />In some instances, vinyl or aluminum siding have been applied over the original surface <br />Required <br />Original exterior building materials shall be retained. Deterioration of wood materials shall be prevented through repair, cleaning and <br />painting. The existing or original architectural detail around windows, porches, doors and eaves should be retained or replaced by replicas of <br />the same design and materials when deteriorated beyond despair. Masonry including brick, limestone, flagstone, sandstone and stucco shall <br />be cleaned only when necessary to halt deterioration or to remove stains, and shall be done with a method acceptable for the preservation of
