Contittittoe import <br /> tommurtity an Q onomit atfutiontttnt tommitt <br /> The March 24,2003 meeting of the Community and Economic Development Committee was called <br /> to order by its Chairperson, Council Member Karl King at 4:03 p.m. in the Council Informal <br /> Meeting Room. <br /> Persons in attendance included Council Members Varner, Pfeifer, Kelly, Coleman, Kirsits, <br /> Aranowski, King, Kuspa and White; Terry O'Brien, George Adler, Bob Case, Terry Bland of the <br /> MMO Otttti rtbttne and Kathleen Cekanski-Farrand, Council Attorney. <br /> Council Member King then called for a presentation on Bill No. 03-32 which is a five (5) year <br /> residential real property tax abatement request for South Bend Heritage Foundation for the <br /> properties located at 1 138 Hill Street,711 St. Peter Street and 713 St. Peter Street. <br /> Terry O'Brien of the Community and Economic Development Department reviewed the March 17, <br /> 2003 report prepared by Michael Beitzinger, Assistant Director of the Division of Economic <br /> Development (copy attached). Three (3) homes are proposed to be built by Garden Homes which <br /> will range in size from 1,036 to 1,300 square feet. The average cost per home is estimated to be <br /> $95,000 for a total project cost to be approximately $285,000. The report concludes that the <br /> petitioner meets the qualifications for a five(5) year residential tax abatement under§ 2-77.1 of the <br /> South Bend Municipal Code addressing single family real property abatement. <br /> Council Member King noted that the City Clerk's Office received a telephone call from Mike <br /> Urbanski that he would be late for the Committee meeting. Council Member Coleman suggested <br /> the Committee hear any miscellaneous business and then come back to Bill No. 03-32. <br /> Under miscellaneous business, George Adler noted that last week a presentation was made to the <br /> Council at its monthly meeting with Department Heads on the process addressing the proposed <br /> City Plan and Speaker Series. Since not all Council Members were present he inquired if there <br /> were any questions on these items. <br /> Council Member King complimented the Department for the quality of speakers that will be coming <br /> to South Bend. Dr. Varner noted that the speaker series has been changed to 7 p.m. which he sees <br /> as a good move. Council Member Pfeifer requested more large posters on the speaker series so <br /> that they could be posted at IUSB. <br /> In light of a presenter not being available for Bill No. 03-32, Council Member Kelly made a <br /> motion, seconded by Dr. Varner that Bill No. 03-32 be sent to the Council without <br /> recommendation.
