Informal Meeting of the South Bend Common Council <br /> April 16, 2003 <br /> Page 3 <br /> number of advanced tasers being considered would be forty(40). <br /> Division Chief Horvath noted that discussions are ongoing for the possible to have an advanced <br /> taser at the front desk of the Police Department as well as in the Mayor's Office. He noted that <br /> such weapons would be in a lock box which could be opened by a secret code. <br /> Mayor Luecke inquired into the "life expectancy" of an advanced taser. Division Chief Horvath <br /> noted that this type of technology has been in effect since the Johnson Administration, however it <br /> has improved over the years. It is also being used on major airlines. He also noted that reports <br /> would be required to be filed with supervisors when advanced tasers have been deployed. <br /> Council Member Kelly voiced concern over having the advanced tasers in a locked box,noting that <br /> time is usually of the essence in such instances. He believes that having them in the Mayor's <br /> Office and the front desk at the Police Department are good ideas. <br /> Pam Meyer inquired whether these advanced tasers are available to the general public. It was noted <br /> that the 21-foot taser series are available only to law enforcement, however the 15-foot cartridge <br /> type taser are available to the general public. <br /> In response to questions from the Council Attorney, it was noted that the 1-sheet addressing the <br /> projected costs does not include any overtime costs for training. It was noted that much of the <br /> training may take place on duty on Sundays. It was also noted that it is not anticipated that the <br /> Duty Manual would be amended,and that a Special or General Order would be issued instead. <br /> In response to a question from Council President White, it was noted that the County Jail utilizes <br /> two (2) advanced tasers, and that there is no discount regardless of how many tasers are <br /> purchased. <br /> Council President White thanked everyone for their very informative presentation and then <br /> adjourned the meeting at 5:10 p.m. <br /> Respectfully submitted, <br /> Council President Karen L.
