(Committee Zepott <br /> 1 Zoning anti annexation (Committee <br /> The February 24, 2003 meeting of the Zoning and Annexation Committee was called to order by <br /> its Chairperson, Council Member Ervin Kuspa at 4:32 p.m. in the Council Informal Meeting <br /> Room. <br /> Persons in attendance included Council Members Varner, Pfeifer, Coleman, Kirsits, Aranowski, <br /> King, Kuspa and White; Larry Magliozzi, Marsha Adelman, John Oxian, Terry Bland of the <br /> '+olltii gtibUnt and Kathleen Cekanski-Farrand,Council Attorney. <br /> Council Member Kuspa noted that the Council Members present who are on the Committee include <br /> Dr. Varner, Council Member Coleman and himself. Council Member Kuspa then called for a <br /> presentation on Bill No. 03-20 which addresses the fiscal plan and establishes a policy of <br /> providing services to an annexation area in German Township commonly referred to as the Villas <br /> at Lake Blackthorn II Annexation Area. He also suggested that this Bill be combined for purposes <br /> of public hearing with substitute Bill No. 2-03 which is the proposed ordinance for the same area. <br /> Larry Magliozzi of Community & Economic Development made the presentation on Bill No. 03- <br /> 20. He noted that 2.81 acres are addressed in the proposed fiscal plan with the area being located <br /> on the east side of Orange Road north of Brick Road. There is one (1) house currently located on <br /> the subject property which will be zoned "A" single family and will become part of the 1st <br /> Councilmanic District. The area will become part of Police Beat 22 and will be primarily serviced <br /> by Fire Station# 11. <br /> Marsha Adelman then made a presentation on Bill No. 2-03 which is the zoning ordinance. She <br /> noted that this will add eight(8) additional lots to the 107 lots previously addressed by the Council. <br /> She added that tax abatement is critical to these lots be marketed. <br /> Following discussion, Council Member Coleman made a motion, seconded by Dr. Varner that Bill <br /> No. 03-20 and Substitute Bill No. 2-03 be recommended favorably to Council. The motion <br /> passed. <br /> • Council Member Kuspa then called for a presentation on Bill No. 03-21 which addresses the fiscal <br /> plan and establishes a policy of providing services to an annexation area in German Township <br /> commonly referred to as the Slah and Cynthia Hilal II Annexation Area. He suggested that this <br /> Bill be combined with Bill No. 8-03 for purposes of public hearing since the proposed ordinance <br /> addresses the same area. <br /> Larry Magliozzi made the presentation on Bill No. 03-21. He noted that 3.2 acres are addressed in <br /> the proposed fiscal plan with the area being contiguous property Y in German Township to the City <br /> of South Bend. There is one single-family home located on the property and it will become part of <br /> the 1st Councilmanic District. The area will become part of Police Beat 22 and will be primarily <br /> serviced by Fire Station# 11. <br /> There was no presenter available for Bill No. 8-03. Council Member Coleman then made a <br /> motion, seconded by Dr. Varner that Bill No. 8-03 be tabled until the end of the Committee <br /> meeting. The motion passed. <br /> Following discussion, Council Member Coleman made a motion, seconded by Dr. Varner that Bill <br /> No. 03-21 be recommended favorably to Council.
