Committee port <br /> ZQtttttg and tttttexatton Committee <br /> The March 10, 2003 Zoning and Annexation Committee was called to order by its Chairperson, <br /> Council Member Ervin Kuspa at 3:15 p.m. in the Council Informal Meeting Room. <br /> Persons in attendance included Council Members Aranowski, Pfeifer, Kelly, Coleman, Kuspa, <br /> White, Varner and Pfeifer; Larry Magliozzi, Area Plan Assistant Director John Byorni, Historic <br /> Preservation Commission President John Oxian, Wayne Doolittle, Michael Danch, Citizen Member <br /> Isabel Gonzalez, Marc Nelson of the St Joseph County Health Department, Dennis Whitacker, <br /> Larry Steele, Terry Bland of the mind Vend. 'Craning and Council Attorney Kathleen <br /> Cekanski-Farrand. <br /> Council Member Kuspa noted that the Zoning and Annexation Committee members include <br /> Council Members Kelly, Varner, Coleman and himself. <br /> Council Member Kuspa then called for a presentation on Bill No. 8-03 which would annex and <br /> bring within the city limits of South Bend certain land in German Township which is contiguous to <br /> the city for Salah&Cynthia Hilal II commonly known as 52447 Portage Road. <br /> Michael Danch of Danch, Harper & Associates, Inc. made the presentation and provided an <br /> annexation diagram to the Committee (copy attached). He noted that last year the western portion <br /> of the Hilal property was brought into the city limits. This bill would bring in the front portion of <br /> their property which now meets the contiguity requirements of the annexation state law. <br /> Following discussion, Council Member Coleman made a motion, seconded by Council Member <br /> Kelly that Bill No. 8-03 be recommended favorably to Council. The motion passed. <br /> Council Member Kuspa then called for a presentation on Bill No. 1-03 which is a zoning request <br /> for the property located at 742 East Ireland Road. <br /> John Byorni, Assistant Director of Area Plan noted that the proposed zoning request received a <br /> favorable recommendation from both the staff and the Area Plan Commission. <br /> Michael Danch of Danch,Harper&Associates, Inc. made the presentation and provided a copy of <br /> a preliminary site plan to the committee (copy attached). He noted that the house on the property <br /> would be removed and that an MFB Financial Bank building would be constructed which would <br /> have a drive-thru. <br /> Dr. Varner, the District Council Member where the bank is proposed stated that it would be a very <br /> good proposal for this location. <br /> Following discussion, Dr. Varner made a motion, seconded by Council Member Coleman that Bill <br /> No. 1-03 be recommended favorably to Council.
