tommittu Ittport <br /> Zotttttg anti Snn xattott tommitt u <br /> The March 24, 2003 Zoning and Annexation Committee was called to order by its Chairperson, <br /> Council Member Ervin Kuspa at 3:53 p.m. in the Council Informal Meeting Room. <br /> Persons in attendance included Council Members Aranowski, Pfeifer, Kelly, Coleman, Kuspa, <br /> White, Varner, Kirsits and Pfeifer; Planner Jeff Myers, Bill Schalliol, Rick 011ett, Jim Frick, <br /> Derek Spier, John Schiling,Terry Bland of the *nth 0 'Crib= and Council Attorney <br /> Kathleen Cekanski-Farrand. <br /> Council Member Kuspa noted that the Zoning and Annexation Committee members include <br /> Council Members Kelly, Varner, Coleman and himself. <br /> Council Member Kuspa then called for a presentation on Substitute Bill No. 17-03 which is a <br /> rezoning request for the properties located at 1200, 1290 and 1390 Ireland Road. <br /> Jeff Myers, a Planner with Area Plan noted that the proposed rezoning received a favorable <br /> recommendation from the Area Plan Commission. <br /> Bill Schalliol of Community and Economic Development made the presentation. He introduced <br /> Derek J. Spier of Abonmarche Consultants,Inc. and John Schiling of Kite Development Company <br /> of Indianapolis. He provided a copy of a map of the proposed commercial development which <br /> would replace the current Scottsdale Mall (copy attached). <br /> Council Member Pfeifer inquired whether discussion of a combination of a covered mall and a strip <br /> mall was considered for the area,noting that this is occurring in other parts of the country. <br /> John Schiling stated that a covered walkway is proposed for the development, noting that <br /> developers do not want to pay for the extra cost of common space. He stated that he would not be <br /> able to get anchor stores in a covered mall concept. He stated that his company is getting good <br /> responses on the proposed development which is dependent on the zoning changes requested. <br /> Council President White inquired about the timetable for the project. <br /> Mr. Schiling noted that the timetable is flexible. The project should start in the next 30-90 days <br /> with the current mall remaining in place for the next year. <br /> Jim Frick stated that nine(9) new buildings are being developed along the South Gateway Corridor <br /> and three (3) more are proposed. 6-8 new stores are being proposed for Ireland Road. He noted <br /> that if the right mix of stores are reached that the developments will be very successful. It was also <br /> noted that the Broadmoor shopping area will be upgraded this year. <br /> Council Member Kuspa stated that there has been a lot of talk and now we need confirmation of <br /> leases for the developments. <br /> Dr. Varner noted that he has had his dental office on Ireland Road for several years and has had the <br /> opportunity to hear comments from many about the proposed development People are very <br /> interested in getting retail development on the southern portion of the city. Many have expressed <br /> concern about tearing the mall down,but we have to have faith in the business community who are <br /> willing to develop the area that it will be successful.
