committim Uport
tbW works aU4 Joroperty vacaGtin committ"
The June 23, 2003 meeting of the Public Works and Property Vacation Committee was called to
order by its Vice - Chairperson, Council Member Karl King at 3:15 p.m. in the Council Informal
Meeting Room.
Persons in attendance included Council Members Aranowski, Coleman, Kelly, Kuspa, White,
Pfeifer, and King; City Engineer Carl Littrell, Director of Public Works Gary Gilot, Beverly
Lynch, Pat Brown, Terry Bland of the $OUtb ZrOUTOZ and Council Attorney Kathleen
Cekanski- Farrand.
Council Member King noted that there was not a quorum present with members of the Committee
being Council Members Aranowski, Varner and himself.
Council Member King called for a presentation on Bill No. 44-03 which is a request to vacate the
first north -south alley west of William Street from Lincoln Way West to the first east -west alley.
Beverly L. Lynch, the petitioner, made the presentation. She noted that she is requesting the
vacation due to the closeness of the residence to the alley, noting that it has been damaged by
vehicles using the subject alley. She noted that the alley was originally used by coal and oil trucks
years ago.
Council Member King noted that the request received a favorable recommendation from the Board
of Public Works as evidenced by their report dated June 6, 2003 (copy attached).
No one from the public spoke in favor or in opposition to the Bill.
Council Member King noted that because there was not a quorum present that no final action
would be taken and it would go to the full Council without recommendation.
Council Member King then called for a presentation on Bill No. 45 -03 which is a request to vacate
the north/south alley west of Logan Street from Edison to Kale; the first street being a portion of
Kale from Logan Street, west to the east line of Edison Road Addition First Replat; and the 2nd
street being one -half of the right of way of Logan Street from Edison Road to the north right of
way line of Kale being a part of Edison Road Addition.
Pat Brown of Site Scapes, Inc. Made the presentation. He noted that the vacation is being
requested to permit the expansion and development of the existing Hickory Crossing Shopping
Center. Mr. Brown stated that the owners included Baugo Creek Realty and I & M Electric
Company. The structure on the site would be demolished after July 4th.
City Engineer Carl Littrell noted that he has had discussions with Mr. Brown and that all matters
have been addressed.
Council Member King noted that the Board of Public Woks gave a favorable recommendation to
the vacation request as evidenced by its June 9, 2003 letter (copy attached). Council Member King
added that since a quorum of the Committee was not present, that the Bill would go to the full
Council without recommendation.
