tom-mitt import <br /> VOW works an 1)ropertt Vacation (Committ* <br /> The July 14, 2003 meeting of the Public Works and Property Vacation Committee was called to <br /> order by its Chairperson, Council Member David Varner at 3:33 p.m. in the Council Informal <br /> Meeting Room. <br /> Persons in attendance included Council Members Aranowski, Coleman, Varner, Kirsits, Kuspa, <br /> White, Pfeifer, and King; City Engineer Carl Littrell, Eugene Kim, Gary Craft, Debora Riggs, <br /> Michael Urbanski, Terry Bland of the *out') WO grit)Uttit and Council Attorney Kathleen <br /> Cekanski-Farrand. <br /> Council Member Varner noted that the Committee Members include Council Members King, <br /> Aranowski,Kirsits and himself. Dr. Varner then called for a presentation on Bill No.49-03 which <br /> is a request to vacate the first north/south alley east of Kessler Boulevard from Kinyon Street north <br /> to the first east/west alley for a distance of 126.6 feet and a width of fourteen(14) feet. Dr. Varner <br /> noted that the Board of Public Works gave the request a favorable recommendation as evidenced <br /> by their June 26, 2003 report(copy attached). <br /> Eugene Kim of the of Community and Economic Development made the presentation. He noted <br /> that the petitioners are neighbors who wish to divide the alley and are participating in the Model <br /> Block Initiative. The Division of Community Development would pay to remove the approach as <br /> part of the Model Block Initiative. <br /> Mr. Craig Craft of 1111 Kinyon Street stated that he lives east of the alley. The vacation is needed <br /> for safety of children living in the area, and he further noted that teenagers have been congregating <br /> in the area. <br /> Debora Riggs of 1119 Kinyon Street stated that she lives west of the alley. She noted that her car <br /> has been vandalized and that vacating the alley would assist in the security of the entire area <br /> No one spoke in favor or in opposition to the Bill. Following discussion, Council Member <br /> Aranowski made a motion, seconded by Council Member King that Bill No. 49-03 be <br /> recommended favorably to Council. The motion passed. <br /> Council Member Kirsits inquired whether the alley deadends and was advised that it currently goes <br /> into Kinyon Street and the alley to the north. Eugene Kim stated that as need there would be <br /> access for Mr. Craft's mobile home. It is envisioned as a home improvement program. In light of <br /> comments from Mr. Littrell, Dr. Varner asked Mr. Kim to coordinate all utility easements and <br /> cross-easements with the Department of Public Works. <br /> There was no miscellaneous business.
