PARC JUNE 23, 2008 <br />Committee Members Present: Councilmember Ann Puzzello, Chairperson, <br />Councilmember Derek D. Dieter, Vice-Chairperson, Councilmember Oliver Davis, <br />Councilmember Al "Buddy" Kirsits, Ralph Lampkin, Jr., Citizen Member, Martha Lewis, <br />Citizen Member <br />Others Present: Jitin Kain, Paul Phair, Jeff Gibney, Kathleen Cekanski-Farrand, John <br />Voorde <br />BILL N0.08-59 EAST BANK VILLAGE MASTER PLAN -PHASE I <br />Chairperson Puzzello requested Jitin Kain, of the City's Community & Economic <br />Development Department to describe the context and development of the East Bank <br />Village Plan - Phase I (EBV) <br />Jitin explained the EBV was a mazket-driven strategic plan for the area and should be <br />seen as a compliment to the South Bend Central Development Plan. The EBV plan <br />would capitalize on the underutilized assets of the East Race and St. Joe River which <br />should be viewed as catalysts far development. Through adaptive re-use of buildings and <br />an abundance of infill sites the azea has the potential to be a vibrant urban neighborhood <br />with an exciting mix of live-play uses. The EBV plan will provide guidance, albeit <br />flexible, for development. <br />Paul Phair of the Holladay Corp. outlined the development company's role, not as master <br />developer; but in a role as facilitator to initiate a realistic master plan. Martha Lewis, <br />EBV business owner, asked about the two publicly financed pazking garages seen in the <br />plan. <br />Jeff Gibney said to achieve the density necessary for development, the gazages were vital, <br />but would only follow private development. <br />On Councilmember Oliver Davis' motion and Councilmember Al "Buddy" Kirsits, <br />second, supported by a majority the bill was sent to the full Council with a favorable <br />recommendation. *A copy of the EBV plan is attached. <br />There being no further business to come before the committee, Chairperson Ann <br />Puzzello, adjourned the meeting at 6:00 p.m. <br />Res ectfully Su miffed, <br />Puzzello, Chai erson <br />PARC <br />
