r
Committee Itegort
rk. , Zerreation, Cultural 'Arts an4 ftartaintittnt committee
The June 23, 2003 meeting of the Parks, Recreation, Cultural Arts and Entertainment Committee
was called to order by its Chairperson, Council Member Sean Coleman at 3:25 p.m. in the
Council Informal Meeting Room.
Persons in attendance included Council Members Aranowski, Pfeifer, White, Coleman, Kelly,
Kuspa, Kirsits and King; Director of Public Works Gary Gilot, Beverly Lynch, Terry Bland of
the &Mb VIZUTI lrafi= and Council Attorney Kathleen Cekanski-Farrand.
Council Member Coleman noted that the first item on the agenda was to review Substitute Bill No.
43-03 which would appropriate up to $1,000,000 from the city's Economic Development State
Grant Fund, Fund 210 to be used by the Department of Public Works to fund environmental
remediation activities at the Fredrickson Park site.
Director of Public Works, Gary Gilot, made the presentation. Mr. Gilot noted that the funds are
available through a loan from the Indiana Development Finance Authority in conjunction with the
g
p tY conjunction
Department of Environmental Management. It will utilize the Brownfields Cleanup
Revolving Loan Fund which was funded by EPA. Currently $ 789,000 is available, with the
remaining $210,100 being available later this summer. 80% of the loan will be required to be
repaid if the identified goals are reached. Mr. Gilot noted that the substitute bill was required since
the wrong fund number was listed in the title (ie Fund 210 is correct instead of Fund 410).
Mr. Gilot commended Council Member King for his ongoing leadership on this project.
Following discussion, Council Member Aranowski made a motion, seconded by Council Member
King that Substitute Bill No. 43-03 be recommended favorably to Council. The motion passed.
Council Member Coleman noted that on July 14th he will hold a Committee meeting to receive a
presentation on the 21st Century Parks Initiative.
Council Member Pfeifer hoped that the tennis courts at Muessel would be addressed.
There being no further business to come before the Committee, Council Member Coleman
adjourned the meeting at 3:29 p.m.
Respectfully submitted,
Council Member Sean Coleman, Chairperson
Parks,Recreation, Cultural Arts and Entertainment Committee
KCF:kmf
Attachments
