Gommitta Zoort <br /> erzonn 1 ants final= tommitt e <br /> The March 10, 2003 meeting of the Personnel and Finance Committee was called to order by its <br /> Chairperson, Council Member James Aranowski at 3:55 p.m. in the Council Informal Meeting <br /> Room. <br /> Persons in attendance included Council Members Pfeifer, Kuspa, Varner, Kelly, Coleman, <br /> Aranowski, and Kirsits; Public Works Director Gary Gilot, Terry Bland of the *Mb VIe11b <br /> Zributte and Kathleen Cekanski-Farrand, Council Attorney. <br /> Council Member Aranowski noted that the first item on the Committee's agenda was to review Bill <br /> No. 03-29 which would approve the issuance of scrap metal/junk dealers/transfer station licenses <br /> for the calendar year 2003. <br /> Public Works Director Gary Gilot made the presentation. The resolution addresses fourteen (14) <br /> dealers who submitted renewal license applications. Inspections were conducted by the Fire <br /> Prevention Bureau, Water Works and Code Enforcement. One (1) business has gone out of <br /> business and another was not in compliance with regard to secondary containment and having a <br /> crusher place on a concrete slab with curbs to avoid groundwater contamination. He noted that <br /> inspections look at encroachments into the public right-of-ways, fencing requirements, code issues <br /> and wellhead protection issues. <br /> Council Member Coleman noted that in the past the 6th District Council Member was involved in <br /> the inspection process since all of the dealers are located in that Councilmanic District. <br /> Council Member Pfeifer suggested that the City also check for undocumented workers, noting that <br /> the City should work together with the INS. <br /> The Council Attorney recommended an amendment to the Bill by deleting "Section V" and <br /> replacing it with"Section II". <br /> Following discussion, Dr. Varner made a motion, seconded by Council Member Kelly that Bill <br /> No. 03-29,as to be amended be recommended favorably to Council. The motion passed. <br /> Under miscellaneous business, Council Member Aranowski noted that at the next Committee <br /> meeting he has earmarked thirty(30)minutes to continue the discussion on city health insurance. <br /> There being no further business to come before the Committee, Council Member Aranowski <br /> adjourned the meeting at 4:03 p.m. <br /> Respectfully submitted, <br /> Council Member James Aranowski, Chairperson <br /> Personnel and Finance Committee <br /> KCF:kmf <br />
