He noted that as a result of good planning and good <br /> budgeting, the City is able to offer raises to appointed officers and non-bargaining employees of <br /> 4%. Mayor Luecke stated that there has been a net reduction in this area of the workforce of eight <br /> (8) positions which has taken place through attrition. <br /> Dr. Varner inquired whether there has been a net reduction in light of the number of new positions <br /> which have been proposed. He asked for the net cost to the City in this area. <br /> City Controller Rick 011ett stated that he would have that information at the 7 p.m. Council meeting <br /> this evening. Mayor Luecke stated that there will be a savings overall. <br /> Dr. Varner inquired why the Director of the Hall of Fame is listed in the substitute exhibit to Bill <br /> No. 67-03? Mayor Luecke stated that he did not know. <br /> Dr. Varner noted that there has been a great deal of confusion regarding the NFF and requested that <br /> this position be removed from the ordinance. He further noted that he has written four(4) letters to <br /> the NFF which resulted in receiving a single sheet of paper which he believes is an insult to the <br /> City. He noted that it is a matter of being financial responsible to the community. He added that <br /> there appear to be discrepancies on the IRS filings which the NFF has made. <br /> Following discussion, Council Member Kelly made a motion, seconded by Dr. Varner that Bill <br /> No. 67-03 as to be amended,be recommended favorably to Council. The motion passed. <br /> Vice-President Sean Coleman then made a presentation on Bill No. 59-03 which would set the <br /> annual salaries for Council Members for calendar years 2004, 2005, 2006 and 2007. He noted <br /> that the proposed ordinance is consistent with the established precedent of establishing salaried for <br /> four (4) years so that the next Common Council would not have to set their own salaries. He <br /> noted that the other goal would be to set a differential so that the proposed increase would not <br /> approach that of full-time employees. Bill No. 59-03 would freeze Council wages for 2004 at <br /> $16,040, and recommends a 1.75% increase in wages for calendar years 2005, 2006 and 2007. <br /> Council Member Coleman stated that it is his hope that this would be a practical act in a responsible <br /> fashion. <br /> Following discussion, Council Member Kelly made a motion, seconded by Dr. Varner that Bill <br /> No. 59-03 be recommended favorably to Council.
