COMM MU . pout <br /> gkroorava fITO 'rinait -coutll'tittt <br /> the October Z/, 2U0.5 meeting of the Personnel and Finance Committee was called to order by its <br /> 'Chairperson, -Council Member James Aranowski at 4:25 p.m. in the Council informal Meeting <br /> Room. <br /> Persons in attendance included Council Members Iceify, white, Varner,Aranowslu,icing,Kirsits, <br /> and i uspa; City Attorney Charles Leone, Director of the Division of Community Development <br /> Pam Meyer, Terry Bland of the AbOUtii VIlYtitt*, and Kathleen Cekanski-Farrand, <br /> Connell Attorney_ <br /> J <br /> Council Member Aranowski noted that the Committee members include Council Members Kelly, <br /> Varner,ring and himself. <br /> Council Member Aranowski then called for a presentation on Biii No. 85-03 which is a proposed <br /> ordinance which would amend Chapter 2, Article 8, § 2-121 of the South Bend Municipal Lode <br /> by clarifying holidays for city officers and employees. <br /> Charles Leone, City Attorney made the presentation. He noted that the ordinance would address <br /> two (2) basic issues. it would first clarify the floating holidays when they precede or follow <br /> Christmas Eve andior Christmas Eve,and would add Easter Monday and Election Day(Primary or <br /> General) to the nondesignated list of holidays from which an employee may choose. The second <br /> concern which the ordinance would address is the situation when New Year's Day fails on a <br /> Saturday. Both changes clarify and do not add any additional paid holidays to the total number <br /> which are permitted each calendar year. Mr. Leone noted that these changes are basically technical <br /> clarifications. <br /> In response to a question from Dr. Varner, Mr. Leone confirmed that this ordinance does not <br /> address any holiday schedule which the police and fire department sworn members may have. <br /> Following discussion, Council Member King made a motion, seconded by Dr. Varner that Bill <br /> No. 85-03 be recommended favorably to Council. The motion passed. <br /> Under miscellaneous business, Council Member Kirsits recalled that the Council has not received <br /> an update from the City Administration on the cost of establishing a program whereby non- <br /> bargaining employees could sell back unused sick days. He noted that this was requested during <br /> the budget hearings in September. <br /> Dr. Varner noted that several items were requested during the budget meetings and that none have <br /> been received, citing for example the Form 990's from not-for-profit corporations who receive <br /> funds from the city. <br /> The Council Attorney noted that the only information received to date was from Bonnie Stryker of <br /> the Youth Services Bureau. <br /> Council Member Aranowski suggested that the Council Attorney prepare a letter to the City <br /> Controller requesting a response on all of the requested information from the budget hearings <br /> conducted by the Personnel and Finance Committee meetings in August and September. <br /> Mr. Leone added that he would also pass this information on to the City Controller. <br />
