South Bend Redevelopment Commission <br /> Regular Meeting—December 13, 2012 <br /> 6. NEW BUSINESS <br /> B. South Bend Central Development Area <br /> 1) Resolution No.3110 approving the transfer of real property to the City of South Bend. <br /> (Vacant lots along East Race between Colfax and LaSalle; Water Works parking lot <br /> behind Morris PAC; semi-circle behind Morris & Water Works; remnant parcels at <br /> St.Joseph and LaSalle,Woodward Court right of way) <br /> Mr. Relos noted that at a previous Redevelopment Commission meeting staff informed the <br /> Commission it would begin the process of conveying to other city entities any Commission <br /> owned property that is not developable. During the review process, staff has identified <br /> thirteen parcels at five different sites that should be transferred to the Board of Public Works <br /> (BPW), since these are not sites that can be redeveloped. The five sites are: <br /> • The East Race between Colfax and La Salle <br /> • Water Works employee parking lot behind the Morris Civic <br /> • Semi-circle lot behind the Morris Civic and the Water Works building <br /> • Remnant parcels south of LaSalle and east of St. Joseph Streets <br /> • Woodward Court right-of-way <br /> Upon approval of Resolution No. 3110, a resolution will be taken to the BPW to accept the <br /> properties, followed by deeds being prepared so the transfer can occur. Staff requests <br /> approval of Resolution No. 3110. <br /> Ms. Jones asked whether the lot behind the Water Works would still be available for a <br /> parking structure if and when the LaSalle Hotel is developed. Mr. Relos responded that we <br /> would work with the Board of Public Works if that were needed. The Water Works parking <br /> needs could be accommodated in a parking structure there. <br /> Upon a motion by Mr. Downes, seconded by Mr. Varner and unanimously carried, the <br /> Commission approved Resolution No. 3110 approving the transfer of real property to the <br /> City of South Bend. (Vacant lots along East Race between Colfax and LaSalle; Water <br /> Works parking lot behind Morris PAC; semi-circle behind Morris &Water Works; remnant <br /> parcels at St. Joseph and LaSalle, Woodward Court right of way) <br /> 2) Agreement for Parking Garage Management Services and On-Street Parking <br /> Enforcement with Downtown South Bend, Inc. <br /> Mrs. Jennings noted that the parking agreement between the Redevelopment Commission <br /> and Downtown South Bend, Inc. (DTSB) expires the end of January 2013. In late 2011 <br /> when the Commission solicited proposals for parking garage management, it was looking to <br /> enter into a three year contract with firms that had experience in managing parking garages. <br /> DTSB applied during that process,but because they didn't have the same depth of <br /> experience as the other proposals received,we entered into a one year agreement with the <br /> opportunity to extend for an additional two years based on performance.
