South Bend Redevelopment Commission Regular Meeting—December 13, 2012 6. NEW BUSINESS B. South Bend Central Development Area 1) Resolution No.3110 approving the transfer of real property to the City of South Bend. (Vacant lots along East Race between Colfax and LaSalle; Water Works parking lot behind Morris PAC; semi-circle behind Morris & Water Works; remnant parcels at St.Joseph and LaSalle,Woodward Court right of way) Mr. Relos noted that at a previous Redevelopment Commission meeting staff informed the Commission it would begin the process of conveying to other city entities any Commission owned property that is not developable. During the review process, staff has identified thirteen parcels at five different sites that should be transferred to the Board of Public Works (BPW), since these are not sites that can be redeveloped. The five sites are: • The East Race between Colfax and La Salle • Water Works employee parking lot behind the Morris Civic • Semi-circle lot behind the Morris Civic and the Water Works building • Remnant parcels south of LaSalle and east of St. Joseph Streets • Woodward Court right-of-way Upon approval of Resolution No. 3110, a resolution will be taken to the BPW to accept the properties, followed by deeds being prepared so the transfer can occur. Staff requests approval of Resolution No. 3110. Ms. Jones asked whether the lot behind the Water Works would still be available for a parking structure if and when the LaSalle Hotel is developed. Mr. Relos responded that we would work with the Board of Public Works if that were needed. The Water Works parking needs could be accommodated in a parking structure there. Upon a motion by Mr. Downes, seconded by Mr. Varner and unanimously carried, the Commission approved Resolution No. 3110 approving the transfer of real property to the City of South Bend. Mrs. Jennings noted that the parking agreement between the Redevelopment Commission and Downtown South Bend, Inc. (DTSB) expires the end of January 2013. In late 2011 when the Commission solicited proposals for parking garage management, it was looking to enter into a three year contract with firms that had experience in managing parking garages. DTSB applied during that process,but because they didn't have the same depth of experience as the other proposals received,we entered into a one year agreement with the opportunity to extend for an additional two years based on performance.
