South Side Development Area <br /> 1) continued... <br /> Staff requests approval of the transfer of these properties to the Board of Public Works. <br /> Upon a motion by Mr. Varner, seconded by Mr. Downes and unanimously carried, the <br /> Commission approved Resolution No. 3111 approving the transfer of real property to the <br /> City of South Bend. (218 Metalmation,4209 S. Main, 4215 S. Main, 4309 S. Main) <br /> 2) Proposal for engineering services to address drainage issues on Fellows Street. <br /> Mr. Kain noted that staff solicited a proposal from Cardno JFNew for design services related <br /> to the drainage issues on Fellows St. Drainage issues on Fellows St. were brought to light <br /> by residents as well as by Christopher Burke Engineering, the City of South Bend's <br /> consultant that is working on the design of the Fellows and Ireland intersection. Staff has <br /> been committed to finding a green solution to the drainage issues that does not adversely <br /> impact the residents of Fellows St. <br /> Cardno JFNew is an ecological consulting and restoration firm with more than twenty years <br /> of experience providing innovative and successful solutions to challenging environmental <br /> issues. The proposal includes the following tasks: <br /> Task 1: Project Coordination <br /> Task 2: Hydrologic/Hydraulic Modeling <br /> Task 3: Drainage Design <br /> Task 4: Construction Documents <br /> Staff requests approval of the proposal by Cardno JFNew in the amount not to exceed <br /> $35,000 from the SSDA TIF. <br /> Mr. Varner asked whether staff will take the proposed plan to the neighborhood residents for <br /> input. He was particularly concerned about the long term maintenance of what might be <br /> proposed. Mr. Kain responded that they will. We told Cardno JFNew that we want <br /> solutions that are low cost and that do not require ongoing maintenance. A rain garden is <br /> one idea. The issue with rain gardens being installed is that there is maintenance required. <br /> There are also pervious pavers that can be installed in the streets that have the water. We <br /> potentially have one acquisition by the intersection that we may have to do to add the left <br /> turn lane. There is potential of using that lot for some drainage solutions. When we get into <br /> this design we will have a better idea of what solutions that we propose, and we will <br /> certainly go back the neighborhood. <br /> 14 <br />
