The year 2004 will bring a number of challenges for <br /> the committee. The committee will continue to <br /> tackle the challenge of balancing the budget. The <br /> state is trying to cap city levies which will put a <br /> burden on the city' s budget. <br /> The city will continue to see health costs <br /> increase.
