t4lttbtitf Uport <br /> tkrooratizi an finante tommitt* <br /> The September 9, 2002 meeting of the Personnel and Finance Committee was called to order by <br /> its Chairperson, Council Member James Aranowski at 4:00 p.m. in the Council Informal Meeting <br /> Room. <br /> Persons in attendance included Council Members Varner, White,Kelly, Coleman,Aranowski, and <br /> Kirsits; Mayor Stephen Luecke, Community & Economic Development Director Jon Hunt, <br /> Century Center Executive Director Brian Hedman, Public Works Director Gary Gilot, City <br /> Controller Rick 011ett, Building Commissioner Don Fozo, Parks Superintendent Phil St. Clair, <br /> Assistant Fire Chief Rick Switalski, Jack Reed, City Attorney Charles Leone, Assistant City <br /> Attorney Cheryl Greene, Deputy Attorney Jeff Jankowski, Mary Ann Myers, Gary Libbey, Terry <br /> Bland of the •OUtb 4i3int4 eribune and Kathleen Cekanski-Farrand, Council Attorney. <br /> Council Member Aranowski noted that the first items on the agenda are the three (3) ordinances <br /> dealing with the 2003 Civil City Budget namely Bill Nos. 63-02, 64-02, and 65-02 addressing the <br /> levying of taxes and fixing the rate of taxation;appropriating monies for defraying the expenses of <br /> the departments of the city;and appropriating monies. All of the proposed ordinances are set forth <br /> in full in the prefatory materials contained in the binder entitled "City of South Bend 2003 <br /> Operating Budget". <br /> Council Member Aranowski noted that this Committee has been meeting for the past several weeks <br /> with the Department and Bureau heads in reviewing their proposed line-item and performance <br /> based budgets for calendar year 2003. He further noted that no recommendation would be made at <br /> this time, with formal recommendations being made by the Committee at its meeting on September <br /> 23, 2002. <br /> Following discussion, Council Member White made a motion, seconded by Council Member <br /> Varner that Bill Nos. 63-02, 64-02 and 65-02 be continued until the September 23, 2002 <br /> Committee meeting. The motion passed. <br /> Council Member Aranowski then called for a presentation on Substitute Bill No. 66-02 which fixes <br /> the maximum salaries and wages of appointed officers and non-bargaining employees of the City <br /> of South Bend for calendar year 2003. <br /> City Controller Rick 011ett made the presentation. He noted that the proposed ordinance would <br /> establish a four percent(4%) maximum salary increase over 2002 rates. <br /> Dr. Varner inquired about how this increase compares to the Police Department salaries. Mr. 011ett <br /> stated that the police department received a 5.3% last year which included the $400 shift from an <br /> officer's clothing allowance to his or her salary and a 4.25%for the department with the same shift <br /> of$400 from each officer's clothing allowance to his or her base salary. <br /> Following discussion, Dr. Varner made a motion, seconded by Council Member White that <br /> Substitute Bill No. 66-02 be recommended favorably to Council. The motion passed. <br /> Council Member Aranowski then called for a presentation on Substitute Bill No. 67-02 which <br /> would fix maximum salaries and wages of Teamster Employees of the City of South Bend for <br /> calendar years 2003, 2004, 2005 and 2006. <br />
