COMMITTEE REPORT SOUTH BEND COMMON COUNCIL <br /> PERSONNEL AND FINANCE COMMITTEE MEETING <br /> SEPTEMBER 23, 2002 <br /> The September 23,2002 meeting of the South Bend Common Council Personnel and Finance <br /> Committee was called to order by its Chairperson, Jim Aranowski. Members of the Committee in <br /> attendance were, Karl King and Karen White. Absent from this Committee meeting was Vice- <br /> Chairperson, Council Member David Varner. <br /> Mr. Aranowski noted that Bills No. 63-02, 64-02 and 65-02, all of which concern the City <br /> of South Bend's budget for fiscal year 2003 had received public hearing at a previous Council <br /> meeting. Chairperson Aranowski thanked the Mayor and all of the Department Heads for their hard <br /> work and input. Mayor Luecke responded that he believed the budget meets the needs of the <br /> citizens in a financially responsible way. He further stated that he believes that all of the questions <br /> that were directed to controller Rick 011ett had been answered. Neither the Council nor any <br /> members of the public had questions concerning the three budget ordinances. A motion to send all <br /> three budget ordinances to the full Council with a favorable recommendation was made by member <br /> Karl King and seconded by Karen White. The motion passed unanimously. The Mayor asked <br /> whether Department Heads should be present for the actual Council meeting and the Committee <br /> Chairperson told him that it would not be necessary. <br /> Ms.Beth Leonard of the South Bend Community and Economic Development Department <br /> presented Bill No. 74-02 which is an ordinance appropriating $348,654.00 within Fund 212 for <br /> administering the Americorp program. Ms. Leonard stated that this program does not use any City <br /> tax revenue (unless the City uses any of the Americorp volunteers.) From the appropriation, <br /> 296 182.00 is provided by the federal government through the state of Indiana and$52,472.00 is <br /> $ � p Y g g <br /> a cash match from all of the host agencies. Member White asked how many agencies participated <br /> and Ms. Leonard replied that there were ten participating agencies, all non-profit, and a total of 34 <br /> Americorp participants of whom 20 were full time, 10 were part time and 4 were quarter time. The <br /> agency is responsible to submit a program report and to use its Americorp participants to meet <br /> community objectives. Mayor Luecke spoke during the public comment portion of the meeting and <br /> thanked Beth Leonard, Pam Meyer and Janine Muir who have undertaken the Americorp project <br /> with vigor. The Mayor stated that the City was in danger of losing this valuable resource when the <br /> Economic Development Department undertook the responsibility of administering the program. The <br /> Mayor hopes that the program can be expanded in the future to include for-profit organizations. <br /> Committee Member White moved to send Bill No.74-02 to the full Council with a favorable <br /> recommendation. The motion was seconded by Member Karl King and the Committee voted <br /> unanimously in favor of the motion. <br /> There being no further business to come before the Committee, Committee Chairperson <br /> Aranowski adjourned the meeting. <br /> Respectfully submitted <br /> James Aranowski, Chairperson <br /> Personnel and Finance Committee <br />
