Committee *port <br /> Vitt iit or an Vropirt a Vacation Qtommittt <br /> The April 22, 2002 meeting of the Public Works and Property Vacation Committee was called to <br /> order by its Chairperson, Council Member David Varner at 3:50 p.m. in the Council Informal <br /> Meeting Room. <br /> Persons in attendance included Council Members Varner, Kirsits, White, Coleman, Aranowski, <br /> King, and Pfeifer; Public Works Director Gary Gilot, City Engineer Carl Littrell, Beth Leonard, <br /> Michael Beitzinger,John Strauss, Michael Danch,Ann Bruneel,Terry Bland of the §rxinth iI U I <br /> Zribune and Kathleen Cekanski-Farrand, Council Attorney. <br /> Council Member Varner noted that he had received a letter from Angela M. Furore, a <br /> Neighborhood Planner with Community&Economic Development(copy attached) with respect to <br /> Substitute Bill No. 54-95, the first item on the agenda, to continue this matter until May 13th. The <br /> item was continued. <br /> Dr. Varner then called for a presentation on Bill No. 22-02 which is a vacation request for <br /> Schulman Drive from Olive to Grant and Grant Street from Sample to the north line of the Indiana <br /> Northern Railway Company, ROW. Dr. Varner noted that the Board of Public Works sent a <br /> favorable recommendation to the Committee(letter attached). <br /> Mr. Michael Danch made the presentation. He noted that they have been working with the City's <br /> Department of Public Works on this matter and that it would be subject to receiving releases from <br /> all affected utilities. <br /> Following discussion, Council Member Aranowski made a motion, seconded by Council Member <br /> King that Bill No. 22-02 be recommended favorably to Council. The motion passed. <br /> The Committee then reviewed Bill No. 24.02 which is a vacation request for the first east/west <br /> alley north of Bartlette Street. Dr. Varner noted that the Board of Public Works sent a favorable <br /> recommendation to the Committee(letter attached). <br /> Anne Bruneel, the attorney for the Petitioner, made the presentation. She noted that the vacation is <br /> necessary in order to facilitate the equipping of a handicap entrance at Madison School during its <br /> renovation. <br /> Council Member Pfeifer inquired about the use of the alley and noted that the YWCA utilizes the <br /> one-way access onto Bartlett Street. Ms. Bruneel noted that discussions have taken place with <br /> YWCA officials and that they should not have any difficulties resulting from the vacation. <br /> City Engineer Carl Littrell stated that the north/south alley is one-way going in the southbound <br /> direction and its only access is from the YWCA. <br /> Following discussion, Council Member King made a motion, seconded by Council Member <br /> Aranowski that Bill No. 24-02 be recommended favorably to Council. The motion passed. <br /> Dr. Varner then called for a presentation on Bill No. 02-38 which would establish the effective date <br /> for the Greenlawn vacation of public property. <br /> City Engineer Carl Littrell made the presentation.
