QGommitta ort: <br /> ubtit 'Works an Vropertp Vacation (ommitteto <br /> The July 8, 2002 meeting of the Public Works and Property Vacation Committee was called to <br /> order by its Vice-Chairperson Council Member Karl King at 4:45 p.m. in the Council Informal <br /> Meeting Room. <br /> Persons in attendance included Council Members White, King, Coleman, Kirsits, Aranowski, <br /> Pfeifer, and Kelly; Planner Jeff Myers, Jon Hunt, Mr. Hudak, Mike Urbanski, Andy Lawrence, <br /> Citizen Member Isabele Gonzalez, Ann Kolata, Tonya Zozulya, Gary Gilot, Carl Littrell, Beth <br /> Leonard, Judy Roshek, Terry Bland of the gOltth Ott* tributtle and Kathy Cekanski <br /> Farrand,Council Attorney. <br /> Council Member King noted that the Council has received a letter from James A. Masters, the <br /> attorney for the St. Joseph County Public Library (copy attached). He is requesting that Bill No. <br /> 40-02 be continued to the Council meeting of July 22, 2002. <br /> Council Member Aranowski made a motion, seconded by Council Member Kirsits that Bill No. <br /> 40-02 be continued until July 22,2002,at the request of the Petitioner. The motion passed. <br /> The Committee then reviewed Bill No. 02-54 which would authorize the Mayor to submit an <br /> application for consideration for brownfield cleanup funds. Ann Kolata made the presentation on <br /> the proposed resolution. She noted that the funds would be used for Fredrickson Park. She <br /> thanked Council Member King for his leadership on this project, noting that the University of <br /> Notre Dame and the South Bend Community School Corporation are involved in making this site <br /> an "environmental and educational center" as part of a "passive park" experience which would <br /> focus on the ecology of the area. The loan application would be paid back over an unspecified <br /> number of years, with an interest rate of 3% if the loan is paid back over 9 years or 2.5% if the <br /> loan is paid back over 1-9 years. No exact time table has been established as of this date. IDEM <br /> and the Indiana Department of Finance have been here for meetings. The total project cost is <br /> estimated to be$1.1 million. <br /> Mr. Gilot, Director of Public Works, noted that there is a two-step process involved in this <br /> process. The remediation phase is estimated to cost $1 million. Last year the Common Council <br /> authorized $100,000 for initial design work on the project. IDEM has advised the city that the <br /> project must all be done at one time and not in phases as proposed by the City. The project is <br /> looking at a loan of 80%and a 20% grant. <br /> Following discussion, Council Member Aranowski made a motion, seconded by Council Member <br /> Kirsits that Bill No. 02-54 be recommended favorably to Council.
