Qoutmttt* t: <br /> Orroonnti an finance (ommitt* <br /> The May 28, 2002 meeting of the Personnel and Finance Committee was called to order by <br /> Council Member Karl King at 3:48 p.m. in the Council Informal Meeting Room. <br /> Persons in attendance included Council Members Ujdak, Coleman, White, Kirsits, Kelly and <br /> King; City Controller Rick 011ett, Water Works Superintendent John Stancati, Director of <br /> Community Development Jon Hunt, Public Works Director Gary Gilot, City Engineer Carl Littrell, <br /> Ann Kolata, Max Ujdak, Terry Bland of the §+Oltt j Ott "Etii,Vat and Kathy Cekanski <br /> Farrand, Council Attorney. <br /> Council Member Karl King noted that in the absence of the Chairperson and the Vice-Chairperson <br /> of the Committee that he was next in line to call the meeting to order. Council Member King further <br /> noted that a quorum was not present and therefore no formal Committee recommendations would <br /> be made. <br /> The first item on the agenda was Bill No. 29-02 which would establish a new revolving fund to be <br /> known as the"Industrial Development Fund"(#434). <br /> Ann Kolata made the presentation. She noted that the proposed ordinance would create a new fund <br /> which would be similar to TIF. Ms. Kolata stated that sales and income tax would be affected <br /> within a specific geographic area. A district would be created and would be accountable to a 9- <br /> member Advisory Commission, six (6) of whom are appointed by the Mayor, one (1) appointed <br /> by the Governor, one (1) appointed by the Lieutenant Governor, and one (1) appointed by the <br /> Director of Workforce Development. The funds would be received in one (1) year. A Plan would <br /> be adopted by the Advisory Commission for the affected area addressing the acquisition and <br /> demolition of existing buildings. Ms. Kolata noted that the Bill as filed is incorrect. <br /> The Council Attorney requested consideration of adding a requirement that the Advisory <br /> Commission would file and maintain a current listing of its members with the Office of the City <br /> Clerk. She also requested adding that the Plan Commission would file with the City Clerk's Office <br /> copies of all meetings of the Commission. <br /> Council Member King agreed with the Council Attorney's suggestions. Council Member King <br /> noted that since a quorum was not present that no formal action would be taken. <br /> There being no further business to come before the Committee, Council Member King adjourned <br /> the meeting at 4:03 pm <br /> Respectfully submitted, <br /> Council Member Karl King, Committee Member <br /> Personnel and Finance Committee <br /> KCF:kmf <br /> Attachment <br />
