-j <br /> toututittice Zeport <br /> Zoning aub Summation tontmittte <br /> The October 3, 2002 meeting of the Zoning and Annexation Committee was called to order by its <br /> Chairperson,Council Member Karen White at 4:00 p.m. in the Council Informal Meeting Room. <br /> Council Member White noted that information related to the proposed comprehensive plan would <br /> be the focus of the meeting. <br /> Director of Public Works Gary Gilot then addressed the Committee with regard to functional plans <br /> and the need for identification of where there are conflicts. Mr. Gilot noted that the comprehensive <br /> plan would act as a 20 year vision for growth, development and redevelopment. City strategies <br /> and policies would then be developed in light of the statutory framework and political environment. <br /> Expansion is anticipated in the northwest and south. Studies of SR 23 and 31 should be taken. <br /> Mr. Gilot then reviewed infrastructure plans to support land use and economies addressing: <br /> -A transportation plan(including transit,air, rail, bike and pedestrian) <br /> - Water Master Plan(well field sites) <br /> -Wastewater Facility Plan(amendments) <br /> -Stormwater Management Master Plan <br /> -Fire Station Location/Service Territory Coverage Plan <br /> -Street Lighting Plan <br /> -Gas,electric,phone, cable tv,telecommunication plans <br /> Mr. Gilot noted that in addition to the comprehensive plan that there would be five (5) year capital <br /> plans, and annual CIP that would take advantage of construction synergies, minimizing disruption <br /> and optimizing cost effective approaches to meeting infrastructure needs, <br /> Mr. Gilot then reviewed some of the sampling of issues and opportunities include: <br /> Transportation: US 31, SR 933, SR 23 major impacts;ramps for Scottsdale Mall, <br /> improvement of the Ireland Corridor <br /> Water. WHP, source of supply, treatment, storage, distribution <br /> Wastewater: CSO, county water & sewer district policy on well and septic, <br /> density <br /> Stormwater: Outfalls to the river,upland retention, impeding peak runoffs <br /> Fire Stations: Central,#2 move(Memorial),#9 move and new# 12 area NW, <br /> move# 13 (Ambo) <br /> Street Lighting: City vs. AEP, public safety vs. Aesthetics <br /> Other utilities: Communications, avoid growth restraints, partnering to be <br /> competitive. <br /> Discussion then took place on whether the resolution adopting the comprehensive plan should take <br /> place at the October 14th or October 28th Council meeting. October 28th was decided to be the <br /> better date. <br />
