t J <br /> e o n4inittu Zeport <br /> Zoning attb titinvoation eommitt* <br /> The October 14, 2002 meeting of the Personnel and Finance Committee was called to order by its <br /> Vice-Chairperson, Council Member Ervin Kuspa at 3:43 p.m. in the Council Informal Meeting <br /> Room. <br /> Persons in attendance included Council Members Varner, Kirsits, Coleman, Aranowski, King, <br /> Pfeifer, Kuspa, and Kelly; Planner Jeff Myers, Doris and Bart Saucelo, Michael Danch, Terry <br /> Bland of the&nab Netil4 ZZ'ibtttt and Kathleen Cekanski-Farrand, Council Attorney. <br /> Council Member Kuspa noted that the Petitioner for Bill No. 44-02 has sent a letter dated October <br /> 11, 2002 (copy attached) to the Common Council requesting that this Bill be continued for two(2) <br /> meetings. <br /> Council Member Coleman made a motion, seconded by Dr. Varner that Bill No. 44-02 be <br /> continued at the request of the Petitioner until the November 11, 2002 Council meeting. The <br /> motion passed. <br /> Council Member Kuspa then called for a presentation on Bill No. 58-02 which is a rezoning <br /> request for the property located at 2254 Portage Avenue. <br /> Jeff Myers, a Planner with Area Planning, noted that the request received a favorable <br /> recommendation at the September 17,2002 Area Planning meeting(report attached). <br /> Doris A. Saucelo, one of the petitioners, then made the presentation. She noted that the zone <br /> change would correct the use for this residential single-family home. <br /> Council Member Coleman noted that proper zoning is required by mortgage companies in order to <br /> comply with insurance requirements. <br /> Council Member Aranowski noted for the record that Mr. and Mrs. Saucelo are clients of his <br /> company. Based on the opinion of the Council Attorney, he may participate in the discussion of <br /> this proposed rezoning and may vote on the measure since there is not a substantial conflict of <br /> interest, subject to making this relationship a matter of public record. <br /> Following discussion, Council Member Coleman made a motion, seconded by Dr. Varner, that <br /> Bill No. 58-02 be recommended favorably to Council. The motion passed. <br /> The Committee then reviewed Substitute Bill No. 62-02 which is a rezoning request for the <br /> properties located at 103 North St. Louis Avenue, and 615&619 East Washington Street. <br /> Jeff Myers reported that the request received a favorable recommendation at the September 17, <br /> 2002 Area Planning meeting(report attached). <br /> Mr. Michael Danch of Danch, Hamer & Associates made the presentation on behalf of <br /> Underwriters Laboratories, Inc. Mr. Danch provided a copy of the preliminary site plan to the <br /> Committee (copy attached). He noted that one (1) house has been purchased and leveled in order <br /> to develop thirty-three (33) parking spaces. They would permit the use of the parking area after <br /> hours for Fast Bank activities and will have proper screening and lighting. <br />
