.' <br /> Committee Ateport <br /> Zoning an annexation Committee <br /> The November 11, 2002 meeting of the Zoning and Annexation Committee was called to order by <br /> its Chairperson, Council Member Karen L. White at 3:30 p.m. in the Council Informal Meeting <br /> Room. <br /> Persons in attendance included Council Members Varner, Kirsits,Aranowski, Pfeifer, King, <br /> Kelly, Coleman, Kuspa and White; Community & Economic Development Director Jon Hunt, <br /> Michael Danch, Tiberus Mihalache, Tonya Zozulya, John Oxian, Thomas Bodnar, Pam Horvath, <br /> Greg Straupe,Larry Magliozzi, and Kathleen Cekanski-Farrand, Council Attorney. <br /> Council Member White noted that the Zoning and Annexation Committee Members included <br /> Council Members Coleman, Varner,Kuspa and herself. <br /> Council Member White then called for a presentation on Bill No. 02-80 which is a resolution <br /> which would adopt a written fiscal plan and establish a policy for the Salah and Cynthia Hilal <br /> Annexation Area in German Township. <br /> Assistant Director of the Division of Community Development Larry Magliozzi made the <br /> presentation and summarized his report dated October 14, 2002(copy attached). He noted that this <br /> is a voluntary annexation which will take place in two (2) phases. The effective date of this <br /> annexation will be January 5, 2003. <br /> Following discussion, Council Member Coleman made a motion, seconded by Dr. Varner that Bill <br /> No. 02-80 be recommended favorably to Council. The motion passed. <br /> The Committee then reviewed Substitute Bill No. 71-02 which would annex and bring into the <br /> City the land commonly known as 52447 Portage Road in German Township. Michael Danch of <br /> Danch, Harner&Associates,Inc. Made the presentation on behalf of Salah and Cynthia Hilal. He <br /> noted that this is the companion bill to Bill No. 02-80 addressing the fiscal plan for the area. He <br /> provided an annexation diagram for the Committee(copy attached). He noted that the area consists <br /> of 3.42 acres and represents the back part of the project. He then introduced Pam Horvath of his <br /> office who will be making the presentation at the Common Council meeting. <br /> Following discussion, Dr. Varner made a motion, seconded by Council Member Coleman that <br /> Substitute Bill No. 71-02 be recommended favorably to Council. The motion passed. <br /> The Committee then reviewed Substitute Bill No. 23-02 which is a zoning ordinance addressing <br /> specified properties located along the Lincolnway West Commercial Corridor between LaSalle <br /> Street and Bendix Drive. Council Member White noted that it received a favorable <br /> recommendation from the Area Plan Commission(report attached). <br /> John Oxian, Chairperson of the Landmarks Committee of the Lincolnway West Steering <br /> Committee made the presentation. He noted that the Committee has worked on this measure for <br /> over four(4) years and held four(4) public hearings during that period of time. <br /> Council Member Pfeifer inquired whether A-3 zoning would be a possibility. Tonya Zozulya, a <br /> Planner in the Community&Economic Development Department stated that A-3 zoning is limited <br /> to those areas in close proximity to the downtown under current zoning regulations. <br /> Council Member King stated that much of this will be addressed during the rewriting of the zoning <br />
