White at 3:50 p.m. in the Council Informal Meeting Room. <br /> Persons in attendance included Council Members Varner, Kirsits, Aranowski, Pfeifer, King, <br /> Kelly, Coleman, Kuspa and White; Community & Economic Development Director Jon Hunt, <br /> Neighborhood Planner Tonya Zozulya, Area Plan Executive Director Robert Sante, Deputy City <br /> Attorney Thomas Bodnar, and Kathleen Cekanski-Farrand, Council Attorney. <br /> Council Member White noted that she and Residential Neighborhoods Committee Chairperson <br /> Charlotte D. Pfeifer would chair this meeting. She then called for a presentation on Bill No. 02-81 <br /> which is a proposed resolution to approve a Comprehensive Plan. Council Member White noted <br /> that the Comprehensive Plan has been studied for a long period of time. She added that the several <br /> committee meetings held where this plan was discussed were very informative and she thanked the <br /> Area Plan staff for their dedication to the process. <br /> Mr. Robert Sante then made the formal presentation. He noted that the consultant from <br /> Indianapolis would present a power point presentation on the proposed Comprehensive Plan this <br /> evening. It will highlight the overall process and major features of the plan. The Comprehensive <br /> Plan was formally adopted by the Area Plan Commission in April of 2002 with the major issue at <br /> the county level being the 20-acre rule. <br /> Dr. Varner inquired about whether the resolution would be part of the plan itself. <br /> The Council Attorney stated that Indiana law requires the City Clerk to "file" rather than "record" <br /> the plan in the Recorder's Office. She will have the resolution recorded and file the document; <br /> however both would be available together in the City Clerk's Office since the resolution refers to <br /> the multi-page document as "Exhibit A" and incorporates it by reference. Mr. Sante agreed that <br /> only the resolution needs to be recorded. <br /> Mr. Hunt stated that the City Administration is supportive of the comprehensive plan; and that with <br /> its adoption the City could move full speed ahead on a City Plan which would involve the <br /> Common Council all along the way. <br /> Following discussion, Council Member King made a motion, seconded by Council Member <br /> Coleman that Bill No. 02-81 be recommended favorably to Council. The motion passed. <br /> Under unfinished business, Council Member Pfeifer noted that she has begun work on studying <br /> the regulations governing property owners and will work closely with Council Member Kuspa, <br /> Neighborhood Planner Tonya Zozulya and our Council Attorney and will be updating the Council <br /> with progress report and will be seeking input. <br /> There being no further business to come before the Joint Committee meeting, Council Member <br /> White adjourned the meeting at 3:58 p.m. <br />
