Committt* coat
Zoning anZi 'Animation Qtommitat
The December 9, 2002 meeting of the Zoning and Annexation Committee was called to order by
its Chairperson, Council Member Karen L. White at 4:03 p.m. in the Council Informal Meeting
Room.
Persons in attendance included Council Members Aranowski, Pfeifer, Kelly, Varner, Kuspa,
King, White, Coleman and Kirsits; Community & Economic Development Department Director
Jon Hunt, City Controller Rick 011ett, Public Works Director Gary Gilot, Building Commissioner
Don Fozo, Water Superintendent John Stancati, Assistant City Attorney Ann-Carol Nash, Ann
Kolata,Jeff Myers, Phillip Lloyd, Don MacDaniel, Patrick J. McGraw,Terry Bland of the *nth
tal ITVibtillt, and Kathleen Cekanski-Farrand, Council Attorney.
Council Member White noted that there have been requests by the Petitioners for Bill Nos. 02-91
and 72-02 to be continued until January 27, 2003. Council Member Kuspa made a motion,
seconded by Dr. Varner that Bill Nos. 02-91 and 72-02 be continued to January 27, 2003 at the
request of the respective petitioners for such Bills. The motion passed.
1 l 1 p
Council Member White then called for a report from Area Plan on Bill No. 44-02 which is a zoning
request for the property located at 115 Indiana Avenue, followed by a presentation by the
petitioner.
Jeff Myers, a planner with Area Plan noted that the Bill received an unfavorable recommendation
from the Area Plan Commission.
Phillip Lloyd, the petitioner, made the presentation. He noted that he wishes to construct a facility
to store canned goods and pop. He stated that it would be a plus for what is now a vacant lot. The
building would be 36' x 60' and would not have any loading docks. The building would permit
larger amounts of these products to be purchased.
In response to a question from Dr. Varner, Mr. Lloyd stated that the parking lot on the south side
of the lot satisfies local regulations.
Council Member Coleman stated that there is an obvious problem with this request since it would
cross the line of demarcation for the commercial strip by crossing the north/south alley. He stated
that he believes it would put the residential area at risk.
Council Member Coleman than made a motion, seconded by Dr. Varner that Bill No. 44-02 be
recommended unfavorably to Council. The motion passed.
Council Member White then called for a report from Area Plan on Bill No. 73-02 which is a zoning
request for the property located at 630 East Colfax Avenue, followed by a presentation by the
petitioner.
Jeff Myers, a planner with Area Plan noted that the Bill received an favorable recommendation
from the Area Plan Commission.
Don MacDaniel of Wightman Petrie Environmental, Inc. made the presentation. He noted that the
rezoning would permit a video production company and residence.
