�-, <br /> tommittge Zeport <br /> Qommuuitg antr Qtonomi>c atVeloputtnt Vommitt e <br /> The November 11, 2002 meeting of the Community and Economic Development Committee was <br /> called to order by its Chairperson, Council Member Karl King at 4:05 p.m. in the Council Informal <br /> Meeting Room. <br /> Persons in attendance included Council Members Varner, Kirsits, Aranowski, Pfeifer, King, <br /> Kelly, Coleman, Kuspa and White; Community & Economic Development Director Jon Hunt, <br /> Elizabeth Leonard, Bill Carleton,and Kathleen Cekanski-Farrand, Council Attorney. <br /> Council Member King noted that the first item on the agenda was to review Bill No. 82-02 which <br /> would appropriate $128,081 from the US Department of Housing and Urban Development's <br /> Emergency Shelter Grant Program. <br /> Elizabeth Leonard, Director of Financial & Program Management in the Community & Economic <br /> Development Department made the presentation. Ms. Leonard noted that the details of the program <br /> were shared with the Council on September 18th. There were no public comments received during <br /> the public comment period required by federal law. <br /> In response to a question raised by Dr. Varner, Ms. Leonard stated that the $20,250 for Youth <br /> Services would be in addition to any civil city support dollars. <br /> Council Member Pfeifer inquired about funding for the Aids Ministries/Aids Assists in the amount <br /> of $9,131. Ms. Leonard stated that they have taken over for the Aids Task Force which has <br /> dissolved. <br /> Following discussion, Dr. Varner made a motion, seconded by Council Member Kuspa that Bill <br /> No. 82-02 be recommended favorably to Council. The motion passed. <br /> Ms. Leonard then reviewed Bill No. 83-02 which would appropriate $3,606,200 from the <br /> Community Development Fund (Fund 212) for the purpose of defraying expenses of the <br /> Department of Community&Economic Development and would designate the subgrantee agencies <br /> for the 2003 program year. She noted that the appropriation addresses sses the anticipated Community <br /> Block Grant Funds and program income. There have been no changes from the projects discussed <br /> on September 18th. <br /> Council Member White inquired how the amounts are based. Ms. Leonard stated that they review <br /> the application and the needs and work within the federal guidelines which limit or place a <br /> maximum cap for certain types of public services. <br /> Dr. Varner inquired about the proposed kitchen renovations for one of the agencies, and Ms. <br /> Leonard noted that nothing has changed since that item was discussed in September. <br /> Council Member King noted that he believes that that element is inappropriate to an agency which <br /> has a $9 million budget, however it would not impact his overall vote on the entire appropriation <br /> bill. <br /> Following discussion, Dr. Varner made a motion, seconded by Council Member Kuspa that Bill <br /> No. 83-02 be recommended favorably to Council. The motion passed. <br /> Ms. Leonard then reviewed Bill No. 84-02 which would appropriate$589,893 within Fund 212, <br /> 4 <br />
