Committte *oat <br /> QCommuniti attb Commit 1),e1o)mtttt tontinittet <br /> The October 28, 2002 meeting of the Community and Economic Development Committee was <br /> called to order by its Chairperson, Council Member Karl King at 4:50 p.m. in the Council Informal' <br /> Meeting Room. <br /> Persons in attendance included Council Members Varner, Aranowski, Pfeifer, King, Kelly, <br /> Coleman, Kuspa and White; Community & Economic Development Director Jon Hunt, Human <br /> Right Executive Director Lonnie L. Douglas, Terry Bland of the frpoutti Zribunt and <br /> Kathleen Cekanski-Farrand, Council Attorney. <br /> Council Member King noted that the first item on the agenda was to review Bill No. 80-02 which <br /> would appropriate $57,000 within the Human Rights Fund # 258 for education and outreach <br /> expenditures. <br /> Mr. Lonnie L. Douglas, Executive Director of the South Bend Human Right Commission, made <br /> the presentation. Mr. Douglas noted that due to the good track record of last year, HUD nearly <br /> doubled the amount of money for education and outreach programs. The $ 57,000 would pay for <br /> the expenses related to the education and outreach programs which will focus on having materials <br /> translated into Spanish and Chinese. He noted that they will have a "Super Heroes" program in <br /> conjunction with the Martin Luther King celebrations on March 15,2003. <br /> In response to a question from Council Member Pfeifer, Mr. Douglas stated that both a man and <br /> woman will be"super heroes". <br /> Dr. Varner inquired what percentage of the requests being received are for Chinese. Mr. Douglas <br /> stated that they are 2nd in request, with materials in Hispanic being first. Approximately 2 % of <br /> the population are Chinese. <br /> Council Member White asked what the role of the consultants would be. Mr. Douglas stated that <br /> they are preparing all of the materials such as brochures and comic books. <br /> Council Member Pfeifer asked what software program they are using, noting that there are several <br /> good programs available. Mr. Douglas noted that they are using Notre Dame interns for the <br /> Chinese translations. <br /> Dr. Varner requested that Mr. Douglas file copies of the materials with the City Clerk so that the <br /> Council would have an opportunity to see the materials. Mr. Douglas stated that he would do that <br /> and would also provide copies to each of the Council Members. <br /> Following discussion, Dr. Varner made a motion, seconded by Council Member Kuspa that Bill <br /> No. 80-02 be recommended favorably. The motion passed. <br /> Council Member King noted that he has received a request from the Petitioner on Bill No. 02-78 <br /> requesting that this Bill be continued until the November 11th meeting(copy attached). <br /> Council Member Kuspa made a motion, seconded by Council Member Varner to continue Bill No. <br /> 02-78 to November 11th. <br /> There being no further business to come before the Committee,Council Member King adjourned <br />
