Qommitt ort: <br /> Qtommunity ant( Commit kkiâ–ºezopnt nt (tommittuz <br /> The May 28, 2002 meeting of the Community and Economic Development Committee was called <br /> to order by its Chairperson Council Member Karl King at 4:18 p.m. in the Council Informal <br /> Meeting Room. <br /> Persons in attendance included Council Members Varner, King, Coleman, Ujdak, Kirsits, White, <br /> and Kelly; Jon Hunt, Larry Magliozzi, Michael Beitinger, Ann Kolata, Aladean DeRose, Cathy <br /> Bruckner, Felicia R. Davis, Max Ujdak, Terry Bland of the fOUt 1 VtUti 'ertbunt and Kathy <br /> Cekanski Farrand,Council Attorney. <br /> Council Membek King called for a presentation on Bill No. 02-45 which is a five (5) year <br /> residential real property tax abatement request for the property located at 2101 Portage Avenue for <br /> Kurt Ogorek. <br /> Michael Beitzinger of Community Development noted that because Bill No. 02-45 and Bill No. 02- <br /> 46 were utilizing the same builder and developer that the department has combined their reports <br /> into one document. <br /> The Council Attorney noted that the Committee could hear both of the proposed resolutions at the <br /> Committee level, however because the tax abatement requests each have separate eq p key numbers that <br /> they must be heard separately at the Common Council meeting later this evening. She also added <br /> that the Council must request a summary of the proposed tax abatement request for both the <br /> declaratory stage and the confirmatory stage during the Common Council meetings. <br /> Mr. Beitzinger than introduced Felicia R. Davis,a recent IUSB graduate, who would be reviewing <br /> the report. <br /> Council Member King noted that both Bill No. 02-45 and Bill No. 02-46 which is a five (5) year <br /> residential real property tax abatement request for the property located at 5301 Olds Avenue for <br /> Diane R. Cunningham. <br /> Felicia R. Davis, Economic Development Specialist then reviewed her report dated May 22, 2002 <br /> (copy attached). Garden Homes plans to construct two(2) homes,one at each location listed in the <br /> proposed resolutions. The home proposed for 5301 Olds Avenue has an estimated project cost <br /> between$70,000 to approximately$ 79,000;and the home proposed for 2101 Portage Avenue has <br /> an estimated project cost between $70,000 and $98,640. The report concluded that both requests <br /> meet the requirements under § 2-77.1 addressing "single-family real property abatement" of the <br /> South Bend Municipal Code. <br /> Mike Urbanski of Garden Homes spoke in favor of both resolutions and noted that this would add <br /> two(2) additional homesites to the City of South Bend. <br /> Following discussion, Council Member Ujdak made a motion, seconded by Council Member <br /> Kirsits that Bill No. 02-45 be recommended favorably to Council. The motion passed. <br /> Council Member Kirstis then made a motion, seconded by Council Member Ujdak that Bill No. <br /> 02-46 be recommended favorably to Council. The motion passed. <br />
