ammitt .port: <br /> tommuttitt ant trmtomir ati iopment Qommittet <br /> The May 13, 2002 meeting of the Community and Economic Development Committee was called <br /> to order by its Chairperson Council Member Karl King at 4:45 p.m. in the Council Informal <br /> Meeting Room. <br /> Persons in attendance included Council Members Varner, King, Coleman, Aranowski, Pfeifer, <br /> White and Kirsits; Community and Economic Development Director Jon Hunt, Director of Public <br /> Works Gary Gilot, Citizen member Khadijah Muhammad, Jack Dillon, Michael Danch, Terry <br /> Bland of the*MO 31 I U Zributtt, and Kathy Cekanski Farrand, Council Attorney. <br /> Council Member King called for a presentation on Bill No. 28-02 which would appropriate <br /> $ 60,000 within the USAG Fund (Fund 410) of the Department of Community and Economic <br /> Development for the purpose of providing predevelopment costs for potential development projects <br /> and development of a Community Development Plan. <br /> Mr. Hunt noted that he had emailed a list of proposed projects to the Council prior to the meeting. <br /> He noted that the Administration filed a substitute Bill No. 28-02 would requested the <br /> appropriation of $ 120,000; however was advised by the Council Attorney that Council action <br /> could not take place on the substitute bill since the original bill for$ 60,000 was legally advertised. <br /> The Council may not appropriate an amount larger r than the amount that was properly advertised. <br /> Mr. Hunt advised the Committee that the Administration would file a second Bill to appropriate the <br /> additional $60,000,based on the Council Attorney's opinion. <br /> Ii Mr. Hunt noted that a city-wide strategy of development would be set forth in a City Plan. He <br /> noted that the Area Plan Commission is moving forward with a Comprehensive Plan and a City <br /> Plan would compliment it. A series of meetings would take place and an RFP for a consultant <br /> would be forthcoming. <br /> Council Member King noted that he serves on the Area Plan and that the proposed City Plan is <br /> being encouraged in light of the upcoming discussions on the proposed Comprehensive Plan by <br /> each of the municipalities. <br /> Council Member Pfeifer spoke in favor of the proposal and suggested that Mr.Hunt check with <br /> other cities when considering the RFP from the consultants. She stressed the need for a consultant <br /> who is conscious of diversity in the areas of race,ethnicity and class. <br /> Following discussion, Council Member Kirsits made a motion, seconded by Dr. Varner that Bill <br /> No. 28-02 be recommended favorably to Council.
