PERSONNEL 8~ FINANCE JUNE 9, 2008 <br />Committee Members Present: Councilmember Tom LaFountain, Chairperson, Councilmember <br />Oliver Davis, Councilmember David Varner, Vice-Chairperson, Roger Hamburg, Citizen Member <br />Others Present: Mayor Stephen Luecke, Catherine Fannello, Kathleen Cekanski-Farrand, John <br />Voorde <br />SUBSTITUTE BILL N0.31-08 -APPROPRIATION TO COVER 2007 ELECTION COSTS <br />Chairperson Tom LaFountain, called the meeting to order at 3:41 p.m. Chairperson LaFountain <br />called upon City Controller Catherine Fanello to explain the request. She explained the <br />requested appropriation was reduced from $218,963 to $161,945 as a result of a meeting with <br />Chief Deputy County Auditor Cindy Bodle who was able to more thoroughly identify and itemize <br />election expenses. This amount reflects a second and final payment to the County for the <br />expenses of the city election. Councilmember Derek Dieter indicated a more transparent <br />understandable accounting method was needed, perhaps on a standardized form. The Controller <br />assured the Council that the Auditor's office was of like mind. Councilmember Varner made a <br />motion to recommend this bill to the full Council with a favorable recommendation. <br />Councilmember Oliver Davis seconded the motion which carried. <br />BILL N0.35-08 -PARKING GARAGE RATES <br />Chairperson LaFountain called upon Don Inks, Economic Development Department, to explain <br />the city's request for approval of a $5.00 per month increase in rates for monthly parkers. This <br />would result in a monthly rate of $45.00 for standard and $55.00 for premium parkers. The <br />additional funds would cover both operating and capital maintenance costs in the three parking <br />garages owned by the City and managed by Ampco. Establishing a maintenance fund was seen <br />as critical for garages that are 10, 20, and 40 years old. Councilmember Oliver Davis made a <br />motion to send this bill favorably to the Council. Councilmember Varner seconded the motion <br />which carried. <br />BILL N0.36-08 -TAX ANTICIPATION TIME WARRANTS <br />Chairperson LaFountain asked the Controller Catherine Fanello to explain. Fanello stated <br />succinctly that late tax bills meant late tax distributions, so the city, as allowed under state law, <br />would borrow money secured by future tax distribution to cover costs of providing services. <br />Councilmember Oliver Davis made a motion to send this bill to the full Council with a favorable <br />recommendation. Councilmember Varner seconded the motion which carried. <br />MISCELLANEOUS <br />Fanello then distributed two handouts (attached) based upon the Umbaugh study of the effects of <br />HEA 1001. <br />There being no further business to come before the committee, Chairperson Tom LaFountain <br />adjourned the meeting at 4:04 p.m. <br />Respect ' ted, <br />~`?u <br />Tom LaFountain, Chairperson <br />Personnel & Finance Committee <br />
