Last week I followed your lead and reviewed in
depth the record of hearings concerning Bill No. 133 -00. That caused me to reflect upon a comment
made by Councilman Varner concerning the confiscation of weapons. For reasons of employee
safety and possible constitutional concerns, I am removing from the previous Bill and from the
original Ordinance the portion concerned with the confiscation of firearms. When a City employee
asks for the weapon wrongfully on the premises, it could possibly escalate the confrontation and
would not enhance the employee's safety. Once that penalty is eliminated, there is no need for
hearings addressing confiscated weapons, so that division of Article 10 is deleted also.
Besides those deletions and the renumeration resulting therefrom, the only other change is
the correction of a typographical omission in Section VI.
Again, for your convenience, I am also attaching a copy of the Article as it will appear if this
Bill passes without further change.
Very truly yours,
Thomas L.
