(j ) Penalty. Any violation of the provisions of this <br /> section shall be deemed an offense and, upon conviction, the <br /> offender shall be fined not less than one hundred dollars ($100.00) <br /> or more than two thousand five hundred dollars ($2,500.00) . Each <br /> violation shall constitute a separate offense and be punishable as <br /> such. <br /> SECTION IV.
