STAFF REPORT <br /> OTIS S. ROMINEI ET AL #1085-87 April 7, 1987 <br /> 4100 South Main Street <br /> City of South Bend <br /> REQUESTED ACTION: The petitioners are requesting a zone change from <br /> "A" Residential , "A" Height and Area to "C" <br /> Commercial , "A" Height and Area to establish an <br /> office and conference room. <br /> EXISTING LAND USE: The property is currently vacant. <br /> SURROUNDING LAND USE AND ZONING: Located to the north is a single-family home zoned <br /> "A" Residential , to the east is a single-family <br /> home and some parking lots for businesses along <br /> Michigan Street zoned "A" Residential ; to the <br /> south across Metalmation Drive is a printing <br /> business zoned "D" Light Industrial ; and to the <br /> west is Ames of South Bend zoned "E" Heavy <br /> Industrial . <br /> ACCESS: Access to the site will be from Metalmation Drive. <br /> DRAINAGE: The drainage will be accommodated by drywells. <br /> DATA: The total site to be rezoned is 57,000 square <br /> feet. Of that, the buildings will occupy 2,880 <br /> square feet, or 5. 107. of the site; the parking and <br /> drives will occupy 8,220 square feet, or 14.407 of <br /> the site, and 45,900 square feet or 80.57. of the <br /> site will remain as open space. <br /> SITE PLAN: The site plan is preliminary but does meet final <br /> site plan requirements. <br /> AGENCY COMMENTS: The City Engineer made the following comments: <br /> "1. City water and sanitary sewer are <br /> available to site. <br /> 2. Drywells must be used in lieu of City <br /> storm system at a capacity of 30 gal/100 <br /> sq. ft of paved and roof area. <br /> 3. Ingress/egress must have a minimum width <br /> of 22 feet. " <br /> STAFF COMMENTS: The Staff would note that this site went through <br /> the rezoning process in November of 1982 for the <br /> same use and was granted approval by both the Area <br /> Plan Commission and the Common Council . The <br /> reason the land reverted back to "A" Residential <br /> is that the previous petitioner failed to start <br /> construction within the required one year period <br /> from the zoning approval date. <br />
