STAFF REPORT <br /> CARL F. BRUNSON #1080-87 March 9, 1987 <br /> 1244 Lincoln Way East <br /> City of South Bend <br /> REQUESTED ACTION: The petitioner is requesting a zone change from <br /> "B" Residential to "C-1" Commercial in order to <br /> establish an antique shop and real estate office. <br /> EXISTING LAND USE: The property contains a vacant structure. <br /> SURROUNDING LAND USE AND ZONING: Located to the north across Lincolnway East is the <br /> St. Joseph River, to the east across Leer Street <br /> is a duplex zoned '"B" Residential ; to the south <br /> are the Penn Central Railroad tracks; and to the <br /> west is a Montessori school zoned "B" Residential . <br /> ACCESS: Access to the site will be from both Lincoinway <br /> East and Leer Street. <br /> DRAINAGE: The drainage has not been addressed by the <br /> petitioner. <br /> DATA: The total site to be rezoned is 54,226 square <br /> feet. Of that, the buildings will occupy 3,676 <br /> square feet, or 6.81 of the site; the parking and <br /> drives will occupy 11 ,200 square feet, or 20.77. of <br /> the site, and 39,350 square feet or 72.51 of the <br /> site will remain as open space. <br /> SITE PLAN: The site plan is preliminary. <br /> AGENCY COMMENTS: The City Engineer made the following comments: <br /> 1. "City water and sanitary sewers are <br /> available to this site; <br /> 2. Site storm water must be retained on <br /> site with drywells at a rate of 30 <br /> gallons/100 square feet of paved area; <br /> 3. Will need Indiana Department of Highways <br /> approval and permit for curb cut on <br /> LWE. <br /> The City Building Department noted that the <br /> proposed uses are allowable in the "C-1" <br /> district, and that the property is in the <br /> Lincoinway East Historic District. <br />
