GANSER #1078-87 March 9, 1987 <br /> Southeast Corner of St. Louis Boulevard <br /> and Wayne Street <br /> City of South Bend <br /> REQUESTED ACTION: The petitioner is requesting a zone change from <br /> "B" Residential and "D Light Industrial to "C-1" <br /> Commercial in order to build a two story office <br /> building. <br /> EXISTING LAND USE: The property is vacant. <br /> SURROUNDING LAND USE AND ZONING: Located to the north across Wayne Street is a <br /> church parking lot zoned "B" Residential , to the <br /> east are four single-family homes zoned "B" <br /> Residential ; to the south is an abandoned railroad <br /> right-of-way zoned "D" Light Industrial ; and to <br /> the west across St. Louis Boulevard is the City of <br /> South Bend Parks Department maintenance facility. <br /> ACCESS: Access to the site is proposed to be from both <br /> Wayne Street and St. Peter Street. <br /> DRAINAGE: The drainage has not been addressed by the <br /> petitioner. <br /> DATA: The total site to be rezoned is 2.69 acres. Of <br /> that, the building will occupy 20,000 square feet, <br /> or 17 of the site; the parking and drives will <br /> occupy 70,250 square feet , or 60% of the site, and <br /> 26,834 square feet. or 237. of the site will remain <br /> as open space. <br /> SITE PLAN: The site plan is preliminary. <br /> AGENCY COMMENTS: The City Engineer made the following comments: <br /> "1 . City water and sanitary sewers are <br /> available to this site; <br /> 2. Site storm water must be retained on <br /> site with drywells at a rate of 30 <br /> gallons/100 square feet of paved area; <br /> 3. Need a better site plan showing <br /> contours, drainage, curb cut details, <br /> etc. " <br /> The Department of Public Parks reviewed this <br /> petition and had no objections to the <br /> rezoning. <br />
