STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br /> <br />Date: June 11, 2021 <br />Application Number: 2021-0507B <br />Property Location: 1717 East Wayne Street <br />Architectural Style/Date/Architect or Builder: Colonial Revival / 1927 <br />Property Owner: LAKE COUNTY TRUST COMPANY TRUST # 5223 / <br />Shawn Sullivan <br />Landmark or District Designation: East Wayne Street Local Historic <br />District, #7796-87 <br />Rating: Non-Contributing <br /> <br /> <br />DESCRIPTION OF STRUCTURE/ SITE : Irregular plan two-story (with attic) with steep asphalt shingled <br />gable roof and gable returns and some molded raking trim. Large shed roof wall dormers at front and rear. <br />Windows are 2/2 double-hung with horizontal divided lights. Exterior is clad in irregular large format wood <br />shingles (and stone on the primary first floor façade). A square entry extension with flat roof and simple <br />entablature with balcony metal railing. Driveway entrance has slight overhang and shed roof. A large two car <br />(two door) garage with gabled asphalt shingled roof and gable returns and the same wood siding as the main <br />house. <br /> <br />ALTERATIONS: COA 1993-0729 allowed for the removal and replacement of the asphalt shingle roof. AA <br />2021-0507A allowed for the construction of a metal gate across the driveway to the lot line, approximately 5’ tall. <br /> <br />APPLICATION ITEMS: “It’s two projects – a gate to the back yard and driveway and an extension to the <br />garage. 1. The gate is simple black metal staked gate similar to other gates in the neighborhood. I attached a <br />picture of the gate. 2. The extension would add 10 x 15 of space to garage (badly needed since Covid brought more <br />people and stuff). It would be made of similar would, painted the same, and would have a sliding garage door to be <br />painted to match other two garage doors. The extension cannot be seen from the street or by neighbors.” <br /> <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br /> <br />Build an extension to the west of the existing two car garage, approximately 10’ x 15’ (schematics indicate <br />10’ x 17’), by 7’ 6.75” tall (on the east side, under the existing garage eave), and 6’ 3” tall at the outside <br />edge (on the west side). <br /> <br />Per e-mails from the applicant: <br />“[a]cross the 10 foot expanse, the roof will drop to 6 feet 3 inches so that is 1 and 2/5ths of an inch for <br />every foot. I was told that that angle's ratio was code sufficient, but, then again, that's not my bailiwick. I <br />apologize if I did not say so in previously, but the roof would be tar sheets with asphalt 3-tab shingles. If it <br />needs to be more than that or a different material, let me know.” <br /> <br />It is unknown what kind of foundation the structure will be built on. Treated lumber posts are currently set in the <br />ground at what appear to be the outside edge of the proposed structure. <br /> <br />Staff have reservations that the proposed structure will comply with existing building code for comparable <br />structures (regarding the foundation/footings, roof slope and roof material). Based upon the described roof pitch <br />(~1/12), the roof will require a material other than shingles. <br /> <br />STANDARDS AND GUIDELINES: CHAPIN PARK <br />III. NEW CONSTRUCTION <br />New construction includes any new building or structure constructed within the boundaries of the historic district, or any new addition to an <br />existing building.
