Page 1 of 1 <br />INTER-OFFICE MEMORANDUM <br /> DEPARTMENT OF PUBLIC WORKS <br /> DIVISION OF ENGINEERING <br />TO: Anne Fuchs, Clerk <br />Board of Public Works <br />FROM: Zach Hurst, Project Engineer <br />SUBJECT: Reject Bids - Project No. 119-093 <br />Southeast Neighborhood Center (United Way) <br />DATE: June 1, 2021 <br />On May 11, 2021, the Board of Public Works opened and read bids for the above project. <br />The bids are summarized as follows: <br />Bidder Base Bid Alternate 1 TOTAL <br />The Robert Henry Corporation $1,246,730.00 $18,517.00 $1,265,247.00 <br />Ziolkowski Construction, Inc. $1,290,000.00 $15,000.00 $1,305,000.00 <br />Upon review of the bid packages, both bids must be rejected as non-responsive. An explanation <br />for each bid follows: <br />•The Robert Henry Corporation was not able to meet the MBE goal of 2.6%, nor did <br />they meet the WBE goal of 5.1% <br />o Robert Henry provided documentation of Good Faith Effort put forth in finding <br />MWBE subcontractors and soliciting quotes, but did not provide an explanation <br />as to why no MWBE subcontractors were hired to help meet the goals <br />•Ziolkowski Construction was not able to meet either the MBE or WBE goal, and <br />provided no documentation of Good Faith Efforts <br />o Not meeting the MBE goal, nor providing any evidence of Good Faith Efforts to <br />do so, is grounds for bid rejection <br />Copies of the MWBE paperwork from each bidder is enclosed. <br />I recommend both bids be rejected, and the project be re-advertised as soon as possible.
