Magliozzi <br />Assistant Director <br />Phone 574 235-9571 www.stjosephcountyindiana.com/areaplan Fax 574 235-9813 <br />March 19, 2008 <br />The Honorable Council of the City of South <br />Bend <br />4th Floor, County-City Building <br />South Bend, IN 46601 <br />RE: A proposed ordinance and site development plan of Steve and Jean Cooreman to zone from R <br />Single Family District and OB Office/Buffer District (County) to CB Community Business <br />District (City), property located at the northeast corner of Cleveland Road and Lynwood Avenue <br />lying immediately west of 21275 Cleveland Road and south of 52776 Lynwood Avenue, City of <br />South Bend - APC# 2463-0$ <br />Dear Council Members: <br />I hereby Certify that the above referenced ordinance of Steve and Jean Cooreman was legally advertised <br />on Thursday, March 6, 2008 and that the Area Plan Commission at its public hearing on Tuesday, March <br />18, 2008 took the following action: <br />Upon a motion by John DeLee, being seconded by Richard Warner, with Donna Chamblee <br />abstaining, and carried, the proposed ordinance and site development plan of Steve and Jean <br />Cooreman to zone from R Single Family District and OB OfficeBuffer District (County) to <br />CB Community Business District (City), property located at the northeast corner of Cleveland <br />Road and Lynwood Avenue lying immediately west of 21275 Cleveland Road and south of <br />52776 Lynwood Avenue, City of South Bend is sent to the Com on ouncil with a <br />favorable recommendation subject to Written Commitments that~~at the egress from the <br />proposed development onto Lynnwood be reviewed by the City Engineer and if it is <br />determined that left out only drives are acceptable, then the desig of the egress points will be <br />such that right turn mo~ is onto Lynwood are prohibited; (2 no drive-thru window on <br />the north building; and (3 roviding access to the east property. The area along Cleveland <br />Road is commercial business in nature and will adequately support the development of <br />further commercial businesses. Cleveland Road is a major thoroughfare which supports the <br />type of traffic associated with this type of commercial development. This plan is consistent <br />with what the City of South Bend has envisioned for this area when was adopted City Plan in <br />November of 2006. The required landscaping and buffer yard should buffer the adjacent <br />residential area to the north. The written commitment requiring access to the adjacent eastern <br />property will help connectivity between developments should the adjacent property further <br />develop and should lessen the traffic impact if the adjacent site were developed <br />commercially. <br />Serving South Bend, Lakeville, New Carlisle, North Liberty, Osceola, Roseland and St. Joseph County, Indiana <br /> <br />
