5 Criteria (per IC 36-7-4-603): <br />1. Comprehensive Plan: <br />Policy Plan: <br />City of South Bend -City Plan, November 2006 <br />Economic Development Policy ED 1.2 Encourage reuse of abandoned and underutilized <br />land and structures. <br />The rezoning is consistent with the Comprehensive Plan's Economic Policy <br />Land Use Plan: <br />City of South Bend -City Plan, November 2006 <br />The Future Land Use Map identifies this area as Commercial. <br />The rezoning is consistent with the Comprehensive Plan's Future Land Use Map. <br />2. Current conditions and character: <br />The site currently has four commercial and office-type buildings located across the five parcels. <br />The area is commercial and high density residential in character. <br />3. Most desirable use: <br />The most desirable use for the site is commercial. <br />4. Conservation of property values: <br />The surrounding property values should not be affected by the rezoning. <br />5. Responsible development and growth: <br />It is responsible development and growth to allow the reuse of underutilized commercial property <br />for new commercial development. <br />Recommendation: <br />Based on information available prior to the public hearing, the staff recommends this petition be <br />sent to the Common Council with a favorable recommendation. <br />Analysis: <br />The site was previously occupied by several business and is located within a commercial area. <br />The rezoning will redevelop what has become a series of underutilized commercial parcels. The <br />rezoning fits well with the existing commercial uses to the north and west of the site.
