r T <br /> Zoning and Annexation Committee <br /> 2005 South Bend Common Council <br /> The July 11, 2005 meeting of the Zoning and Annexation Committee was called to order by its <br /> Chairperson, Council Member Ervin Kuspa at 4:04 p.m. in the Council Informal Meeting Room. <br /> Persons in attendance included Council Members Dieter, Pfeifer, Puzzello, Kelly, Kuspa, White <br /> Kirsits and Rouse; Citizen Member Martha Lewis, Brad Poulan, P. J. Thuringer, Andrew <br /> Nemeth, Executive Director of the Department of Community and Economic Development <br /> Sharon Kendall, Dennis Andres, Mrs. Kopola, City Clerk John Voorde and Kathleen <br /> Cekanski-Farrand, Council Attorney. <br /> Council Member Kuspa noted that the. Committee consists of Council Members Rouse, Dieter <br /> and himself. Council Member Kuspa reminded any one wishes to address the committee to state <br /> their name and address for the record. <br /> Council Member Kuspa noted that he has received a letter dated July 8, 2005 requesting that Bill <br /> No. 04-81 and Bill No. 28-04 be withdrawn from further Council consideration. Council <br /> Member Rouse made a motion, seconded by Council Member Dieter that Bill Nos. 04-81 and <br /> 28-04 be recommended to be struck from the Council's agenda at the request of the petitioner. <br /> The motion passed. <br /> Council Member Kuspa then called for a presentation on Bill No. 25-05 which is a zoning <br /> request for the property located at 3610 Edison Road, 3612 Edison Road, 3618 Edison Road and <br /> 1315 Hickory Road. <br /> P. J. Thuringer a planner with Area Plan noted that the Area Plan Commission held a public <br /> hearing on the request and sends the Bill to the Council with a favorable recommendation. <br /> Andrew Nemeth made the formal presentation. He stated that the land in question is the <br /> gateway to the City of South Bend from Mishawaka at the city's northern border. The petitioner <br /> plans to construct two (2) brick facade buildings totaling 18,000 square feet. The buildings <br /> would house a Cardinal Fitness center and a national sandwich shop. He stated that he believes <br /> that the properties are currently "challenged". He added that the petitioner will also provide <br /> "heavy duty" landscaping to the area. <br /> In response to a question from Council Member Rouse with regard to access to the properties, <br /> Mr. Nemeth stated that right turn only access would be provided both on Hickory and Edison. <br /> Council Member Puzzello stated that this rezoning request is located in the 4th District which <br /> she represents. She attended the Area Plan Commission public hearing and there were no <br /> remonstrators at that meeting. She also has not received any calls on it and therefore welcomes <br /> this new development to the District. <br /> Council Member Kirsits made a motion, seconded by Council Member Dieter that Bill No. <br /> 25-05 be recommended favorably to Council.
