For this project, the crews are small and are performing only one task (asphalt crack sealing). <br />There are no specialized sub-tasks like electrical or landscaping work that can be separated out <br />as commercially useful functions. For a contractor to split up the work as a multi-crew job, it <br />would require them to give part of the work away to a direct competitor and would thus not be <br />commercially useful. <br />At the recommendation of the Legal Department and Office of Diversity and Inclusion, the <br />project shall be re-opened at the May 25th Board of Public Works meeting without M/WBE <br />inclusion goals. As required by the Program Plan §8.B.2 and informed by the recommendation <br />of the Office of Diversity and Inclusion, Engineering will make a special effort to include MBE <br />and WBE contractors in the solicitation. <br />The Department of Public Works has appropriated sufficient funds from the 2021 Infrastructure <br />Bond (PR-00008875). <br />Please respond with any questions.
