Division of Engineering, Legal, and Contract Compliance <br />Administrator reviewed the documents and found Milestone and JBL Signals failed to meet the <br />MWBE Goal requirements and were unable to show Good Faith Effort was made. Additionally, <br />Rieth Riley’s bid exceeded the budget amount for the project. Attached is a full bid tabulation which <br />includes unit pricing. <br />Base Bid(s) ranked as follows based on price: <br />CONTRACTOR BASE BID TOTAL <br />Milestone Contractors North $ 292,456.55 <br />JBL Signals and Lighting $ 352,048.24 <br />Rieth Riley $ 403,147.00 <br />Milestone was the lowest bidder, but they did not meet the MWBE requirements. They met the <br />WBE goal requirement but did not meet the MBE goal requirement. They were not able to <br />demonstrate they made a Good Faith Effort to meet the MBE goal requirement. <br />JBL Signals and Lighting was the next lowest bidder, but they did not meet the MWBE <br />requirements. They did not meet the MBE goal requirement or the WBE goal requirement. They <br />were not able to demonstrate they made a Good Faith Effort to meet both goals. <br />The Engineer’s estimate for this project was $321,200. Rieth Riley’s bid exceeded the <br />budgeted amount for this project. <br />Funding: 2020 Signal funding 251-436010 ($200,000) and <br /> Capital Outlay-Infrastructure-Streets & Alleys 455-06-600-506-442001 (remainder) <br />The Division of Engineering recommends the bids be rejected and the project be re-bid. <br />Thank you for your consideration of this request.
