CITY OF SOUTH BEND HISTORIC PRESERVATION COMMISSION <br />Michele Gelfman (AYE): I voted to deny based upon the integrity of the house itself, <br />looking to possibly take it from a situation that is Non Contributing to <br />Contributing, just by being within the parameters of trying to find the right <br />manufacturers for these particular windows, which are the defining character <br />of the house. <br />Vote: 7-0. Seven in favor, none opposed. <br />COA #2021-0104 is denied. <br />ii. 2021-0107 863 Forest Avenue Chapin Park, Ordinance #9574-05 <br />(Audio Position 0:37:37) <br />The staff report was presented by Elicia Feasel. <br />Staff Recommendation: Staff recommends approval for the project, contingent upon <br />the solar panels being obscured from the street. <br />The applicant was represented by: <br />Mark Snell, 863 Forest Avenue <br />Julian Vandervelde, P.O. Box 703, North Liberty, Iowa <br />The public was represented by: <br />N/A <br />After due consideration, the following action was taken: <br />(Audio Position 0:59:21) <br />Upon a motion by Sarah Andrews, seconded by Patrick Deegan, and carried by <br />unanimous vote, the Historic Preservation Commission APPROVES Certificate of <br />Appropriateness Application #2021-0107. <br />Vote: 7-0. Seven in favor, none opposed. <br />COA #2021-0107 is approved. <br />IV. PRIVILEGE OF THE FLOOR <br />V. REGULAR BUSINESS <br />a. APPROVAL OF MINUTES <br />Page 13 <br />December 21, 2020 <br />After due consideration, the following action was taken: <br />(Audio Position 1:01:04) <br />Upon a motion by Sarah Andrews, seconded by Mary Brazinsky, and carried by a <br />unanimous vote, the Historic Preservation Commission APPROVES the adoption of <br />the December 21, 2020 meeting minutes. <br />
