Council Member Kirsits noted that the fire protection fee increase is good, seeing it as a fairness <br /> issue. <br /> Mr. Skomp noted that suburban rates of 20% more will remain the same. He noted that all <br /> proposed rates must be"cost justified". <br /> Mr. Gilot added that Elkhart may use a compact fee which is higher than the 20%. <br /> In response to a question from Council Member Dieter, it was noted that the average increase in <br /> the city will be$2.50 per month. <br /> Council Member Kuspa suggested that there should be a separate billing just for water, since <br /> there are so many other charges included on the utility bills. <br /> Council Member Kuspa then made a motion, seconded by Council Member Kirsits that Bill <br /> No.88-04 be recommended favorably to Council.
