Utilities Committee <br /> 2005 South Bend Common Council <br /> The July 25, 2005 of the Utilities Committee was called to order by its Chairperson, Council <br /> Member Al "Buddy"Kirsits at 3:42 p.m. in the Council Informal Meeting Room. <br /> Persons in attendance included Council Members Dieter, Pfeifer, Kelly, Puzzello, Varner, <br /> Kuspa,Kirsits, and White and Rouse;Martha Lewis, Director of Public Works Gary Gilot, Rita <br /> Kopala, City Clerk John Voorde,Alan Feldbaum,John Stancati,Phil Faccenda, Jr. and Kathleen <br /> Cekanski-Farrand, Council Attorney. <br /> Council Member Kirsits noted that Committee Members include Council Members Puzzello, <br /> Kuspa,Rouse and himself. <br /> Council Member Kirsits then called for a presentation on Bill No. 39-05 which addresses the <br /> construction of improvements to the municipal waterworks; which would authorize the issuance <br /> of revenue bonds which would not exceed $4,710,000; would address the issuance of notes in <br /> anticipation of the bonds and repeal and ordinance which are in conflict with such actions. He <br /> noted that this Bill was continued from the Committee meeting of two(2)meetings ago. <br /> The Council Attorney noted that all items referenced in the proposed ordinance are now <br /> officially of record in the Office of the City Clerk. <br /> John F. Stancati,Director of South Bend Water Works made the presentation. He noted that the <br /> proceeds from.the sale of the bonds addressed in the proposed ordinance would be used to <br /> finance upgrades in the south wellfield; would expand the Cleveland wellfield; would replace <br /> two (2) of the oldest wells in the city (Well# 2 at the Edison well field and Well # 3B at the <br /> South well field), and would provide for various additions, replacements, extensions and <br /> improvements, as well as address security concerns by incorporating motion detectors and <br /> sensors. He stressed that he is not asking for additional revenues due to various adjustments <br /> which have been made to address the$300,000 shortfall. <br /> In response to a question from Council Member Dieter, Mr. Stancati stated that the Common <br /> Council is required to receive updates from his office every three (3) years. He added that if <br /> there would have had to be an increase it would have been 3.1%. In response to a question from <br /> Council Member Kirsits,Mr. Stancati provided a 4-page handout(copy attached) which detailed <br /> the 5-year capital improvement plan. There was no public input. <br /> Council Member Rouse then made a motion, seconded by Council Member Kuspa that Bill No. <br /> 39-05 be recommended favorably to Council.
